CANCELLATION NOTICE: Procurement of school and daycare center photography, usage rights agreement

The subject of the procurement is the acquisition of school and daycare center photography services for the City of Oulu. The City of Oulu's education services are requesting your tender for school and daycare center photography services
(hereinafter also "customers") in accordance with this request for proposals and its appendices. This is a usage rights agreement exceeding the national threshold.

The procurement is divided into four areas; northern, southern, eastern, and central, for schools and daycare centers in the regions. The tenderer may submit a tender for one or more areas. The aim is to find two (2) professional suppliers per area to carry out school and daycare center photography. One tenderer may be awarded a maximum of two (2) areas in order of preference 1. for the supplier. There is no corresponding restriction for position 2..

The tenderer must indicate in their offer the order of priority of the areas for which the tenderer is submitting an offer. The order of priority is indicated by numbering the offered areas, with number 1 representing the most important area for the tenderer. Each offered area must be numbered unambiguously.

The areas will be compared separately according to the comparison criteria indicated in the request for proposals. The winner of each area will be the tenderer who ranks highest in the comparison, provided that one tenderer may be awarded a maximum of two (2) areas.

If the same tenderer ranks first in the comparison for more than two areas, the contracting authority will award the areas to the tenderer in accordance with the tenderer's indicated order of priority for a maximum of two (2) areas. The areas that cannot be awarded to the tenderer due to the aforementioned restriction will be awarded to the tenderer who ranks next highest in the comparison.

If the tenderer has not indicated the order of priority of the areas or the order of priority is ambiguous, the contracting authority will decide on the division of the areas based on the most economically advantageous solution, taking into account the results of the tender comparison.

Tenders will be compared in the numerical order of the areas, starting with 1. Northern area school and daycare center, then 2. Southern area school and daycare center, etc.
If tenderers rank the same (1st, 2nd) in the tender comparison, the winners will be drawn.

The education services sector grants the selected suppliers the right to utilize the procured service in municipal facilities and to charge fees for photography services from the buyers of the photos (guardians, staff). The city does not pay for or mediate photos.

Organizing photography is not part of the school/daycare center's operations, nor is it included in the teaching or annual plan.

A framework agreement will be concluded with the selected suppliers for two (2) years, after which the City of Oulu's education services have the right to extend the framework agreement by two (2) option years, one year at a time (1+1). The framework agreement does not include a mandatory purchase obligation, and procurements will be made during the contract period and any option period based on the terms of the agreements according to the customer's needs., Northern area The City of Oulu requests your tender for photography services in the northern area (hereinafter also "customers") in accordance with this request for proposals and its appendices.
