Tilaajan tavoitteena on saada kilpailukykyiset hankintahinnat kaikille hankittaville rakennusmateriaaleille.
Osatarjoukset tai vaihtoehtoiset tarjoukset eivät ole sallittuja. Hankintaa ei jaeta osiin, koska hankinnan osiin jakaminen lisäisi merkittävästi vastuunjakoa koskevia epäselvyyksiä ja hankintayksikön koordinointitarvetta.
