The objective of the procurement is to maintain and improve the safe use of VAV's owned residential, care home, and service properties, reduce damages, proactively identify risks, and ensure that residents' daily lives proceed in a safe living environment 24/7/365. The procurement is described in more detail in the "Service Description" document attached to the procurement notice. Property security technical services include, among others: Sub-area 1 - Maintenance, inspection, and periodic inspection works for fire alarm systems - Maintenance and inspection works, and monthly tests for automatic fire suppression systems - Administration, updating, and preparation of rescue plans Sub-area 2 - Periodic maintenance of civil defense shelters - Maintenance and inspection works for indicator light systems - Maintenance, inspection, and testing works for smoke extraction systems The prerequisites for participation in the objectives are described in more detail on the tender request's ESPD form, in the section on procurement subject criteria, and in the appendices to the procurement notice. The tenderer may offer both sub-areas or submit an offer for only one sub-area. The client will select either one or two tenderers, taking into account the most economically advantageous overall offer submitted by the tenderer. The basis for the procurement decision is the lowest price. If the tenderer offers both sub-areas, the tenderer may specify a discount percentage, which will be used in the first stage of comparison. The discount percentage will be deducted from the tender prices for sub-areas 1 and 2 submitted by the tenderer in the first stage of comparison. If the tenderer offers both sub-areas and specifies a discount percentage, the Client will manually calculate the tenderer's comparison prices in the first stage of comparison using the formula: Tenderer's submitted price x (1 - discount percentage/100) = Tenderer's final comparison price. If the tenderer's comparison prices, calculated in this way for both sub-areas, are the most advantageous, the tenderer will win both sub-areas and the comparison prices will be used as contract prices. Otherwise, the tenderer's prices submitted in their offer without the effect of discount percentages will be used as sub-area-specific comparison prices. The client does not commit to any procurement volumes. The tenderer must submit an offer for all works specified in the tender form. If the tenderer has not offered all the works detailed in the tender form, the offer will be considered incomplete. An incomplete offer will be rejected. It should also be noted for the tenderer that the offered works and prices must include all criteria defined in this request for tenders, the draft procurement contract, and the service description. The service will be implemented in accordance with the request for tenders, service description, and quality requirements. The offer becomes binding on the tenderers when the Client has received the offer. The procurement contract will only be formed upon signing a written contract, after negotiation discussions. In procurements exceeding the EU threshold, the contract may be concluded no earlier than 14 days after the tenderer has received or is deemed to have received notification of the decision with its grounds. The tenderer may not present conditions, for example in their own tender documents, that would affect the content of the procurement contract. The target start date for the contract period is 1.2.2026, and the contract is valid for a fixed term; 4 years + option of 2 years + option of 2 years, with a six (6) month notice period. The client decides on the use of option years as stipulated in the draft contract.
