Library books and related AV materials as procurement portal orders

Numera Palvelut Oy:'s Procurement Unit is requesting offers from its clients for library books in accordance with the tender documents. The competitive products include domestic literature and related AV material to be acquired for libraries, foreign English-language literature, foreign Swedish-language literature, foreign literature in other languages, domestic and foreign sheet music, and a plasticizing service. The procurement includes the following product groups as an option: professional literature/textbooks K-books, professional literature/textbooks P-books, professional literature/textbooks J-books, domestic and foreign audiobooks, domestic and foreign music products (CDs), video recordings (DVDs and Blu-rays), computer and console games, and a labeling service. The main users of the contract are libraries, but books can also be ordered for other units. Libraries primarily order domestic material as pre-orders. The procurement does not include materials for educational institutions or newspapers and magazines. When placing orders, the Customers will use an electronic service, the so-called procurement portal, through which customers browse available literature, make selections, and order materials. The procurement portal compares the prices of individual purchases and directs the order to the material supplier that offers the material at the most favorable price at the time of ordering. Customers can also place orders in smaller quantities via email and through the supplier's online store. The selection criterion for the procurement is overall economic advantage. The offer considered to be most economically advantageous is the one that is best in quality. The competition will be conducted through an open procedure, and a maximum of three (3) acceptable suppliers will be selected as contract suppliers, forming a framework agreement; separate contracts will be concluded with the selected contract suppliers. If more than three (3) acceptable offers are received in the tender, the offers will be compared based on the scope of supply, delivery time, and environmental friendliness of the required new titles (Finnish, Swedish, and English) in 2025. The selection will be made in the order of the bidders' scores according to the comparison criteria stated in the procurement object criteria. If multiple bidders receive the same score, the contracting authority will draw lots for the selected bidders. Drawing lots is an accepted method in case law. The contract period is fixed for four (4) years. The notice period for termination of the contract is six (6) months for both contracting parties and the Numera Palvelut Oy customer communities committed to the procurement, despite the fixed term. The contract period will begin on 10/17/2026 or as soon as the procurement decision becomes legally binding. The entities related to the contract (see contract draft) will join the task contract after their current contracts expire. The procurement has not been divided into sub-lots, as the contracting authority believes it is not expedient for the users of the contract to have separate contracts for different library materials. Numera Palvelut Oy's owner customers who have committed to the competition or registered as option customers are listed in Annex 1 of the contract draft (see Annex 1 of the contract draft). NOTE!
