1. The Ministry of Home Affairs has received financing from the World Bank for the National Urban Flood Resilience Project (NUFReP) and intends to use a portion of the funds for consulting services.
2. The World Bank is providing support to the Government of Indonesia through financing a loan from the International Bank for Reconstruction and Development (IBRD) for the National Urban Flood Resilience Project (NUFReP). The NUFReP Project Development Objective (PDO) is to reduce flood risk in selected cities in Indonesia through capacity building at the national and city levels and investment in integrated urban flood risk management. This project supports the Government's commitment to establish a national urban flood resilience program, as mandated in the 2020–2024 National Medium-Term Development Plan (RPJMN).
3. To meet the above objectives, the Services will include the following:
1) Building an Artificial Intelligence (AI)-Based Flood Management Information System. In this task, the Consultant will support the NPIU Bangda in implementing activities that include: design, engineering, construction, and operation of the KMP information system;
2) Operation and Maintenance of the KMP Information System. The Consultant will assist the NPIU Bangda in implementing activities that include system maintenance, security, and bug fixes (technical glitches);
3. 3) Knowledge Transfer: The KMP Consultant will assist the NPIU of Bangda in implementing outreach and capacity building activities to transfer knowledge related to the operation and maintenance of the KMP information system;
4) Operational support for the KMP information system: The KMP Consultant will assist the NPIU in providing operational support related to the utilization of the KMP information system.

5. These activities are expected to be implemented within four months.
6. The Ministry of Home Affairs – Directorate General of BANGDA invites qualified consulting firms (“Consultants”) to express interest in providing the Services. Interested consultants must provide information demonstrating that they possess the necessary qualifications and relevant experience to perform the Services. Interested consultants should provide an adequate description of similar assignments (including location/country, name of Employer/Client, type of services provided, contract period, contract amount, start and completion dates), and the availability of appropriate skills among permanent staff, etc.). Criteria for consulting firms providing services are:
1) Company Qualifications:
a. General Qualifications:
• A technology consulting firm with five (5) years of experience in developing web systems/applications and a reputable company or association (joint venture with a national company) with a proven track record;
• Experience working with central and local governments and a deep understanding of the government's working context will be an added advantage.
b. Specific Qualifications
• A reputable firm with at least five (5) years of experience in developing visually appealing and easy-to-navigate websites.
• 5 years of experience in website content management, application development, and general graphic design.
• Experience in mastering various software tools for building information systems or processing Geographic Information Systems data is a plus.
• Having permanent managerial personnel in the company.
• The company specializes in IT.
c. Availability of experts/professional staff relevant to the scope of work and permanent employees (registered on the company's regular payroll).

7. Consultants may associate with other companies (maximum two [2] companies, excluding the main partner) in the form of a joint venture/joint operation/KSO or sub-consultancy to enhance their qualifications. They are advised to identify the main partner and state the composition and nature of the association (Joint Venture/sub-consultancy) in their statement of interest. In this case,In a joint venture, the member firm appointed to represent the joint venture must be clearly identified, and all partners in the joint venture must be jointly and severally liable for the entire contract, if selected. If the EOI is submitted as a JV, each partner in the association must meet the minimum requirements specified in Paragraph 6 above, based on the shortlisting criteria. Only the qualifications and experience of the joint venture members, but not sub-consultants, will be considered in the EOI evaluation process.
8. The Bank requires that companies or individuals involved in the procurement of the Bank's IPF must not have any conflicts of interest. The Bank requires that Consultants: a. provide professional, objective, and impartial advice; b. at all times prioritize the interests of the Borrower without regard to future employment; and c. in providing advice, avoid conflicts with other assignments or their own company's interests. Consultants shall not be engaged on any assignment that conflicts with their prior or current obligations to other clients, or that would place them in a position of being unable to perform the assignment in the best interests of the Borrower. Without limiting the generality of the foregoing, Consultants shall not be engaged under the following circumstances:
a. a company that has been appointed by the Borrower to provide Goods, Construction Works, or Non-Consulting Services for a project (or an affiliate that directly or indirectly controls, is controlled by, or is under common control with such company) shall be disqualified from providing Consulting Services resulting from or directly related to such Goods, Construction Works, or Non-Consulting Services. This provision shall not apply to multiple companies (Consultants, contractors, or suppliers) jointly performing the contractor's obligations under a turnkey or design and build contract;
b. A company appointed by the Borrower to provide Consulting Services in the preparation or implementation of a project (or any affiliate that directly or indirectly controls, is controlled by, or is under common control with such consulting firm) will be disqualified from further providing Goods, Construction Works, or Non-Consulting Services resulting from or directly related to such Consulting Services. This provision does not apply to multiple companies (Consultants, contractors, or suppliers) that jointly perform contractor obligations under a turnkey or design and build contract;
c. A Consultant (including personnel and subconsultants), or its affiliates (that directly or indirectly control, are controlled by, or are under common control with such Consultant), may not be engaged on any assignment that, by its nature, creates a conflict of interest with the Consultant's other assignments;
d. Consultants (including experts and other personnel, as well as sub-consultants) who have a close business or family relationship with professional staff of the Borrower, or the project implementing agency, or any recipient of Bank financing, or any other party representing or acting on behalf of the Borrower, who are directly or indirectly involved in any part of: i. the preparation of the Terms of Reference (TOR) for the assignment; ii. the selection process for the contract; or
iii. the supervision of the contract, shall not be awarded the contract unless any conflict arising from such relationship has been resolved in a manner acceptable to the Bank during the selection process and contract implementation.
9. Consultants will be selected in accordance with the Consultant’s Qualifications-Based Selection (CQS) method specified in the World Bank Procurement Regulations.
10. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank's November 2020 "Procurement Regulations for IPF Borrowers" (the "Procurement Regulations"), which set out the World Bank's policy on conflicts of interest.
