Total Responsibility Design (KVS) Korvensuora Kindergarten 1) PROJECT OVERVIEW o This procurement is based on the following decisions of the City of Oulu: o §97/2025, City Council, Budget 2026 and financial plan 2027-2028, 8.12.2025. o §63/2025 City Board's Group Department, Work program for sites to be implemented with repair appropriations for 2026 and plan for 2027-2028 17.11.2025. o The new construction project is based on the prepared concept plan, which is attached to the request for proposals. The concept plan outlines the scope of the project and the spatial layout with its functionalities. In principle, the project will be implemented exactly according to the concept plan, and deviations from the plan are not permitted without the client's approval and justified reason. o As part of the new construction project, the old kindergarten will be demolished, and the new kindergarten will be located mainly on the site of the current kindergarten. Demolition planning is included in the assignment. o The current playground area with play equipment will largely remain as it is. Necessary modifications to the yard will be carried out based on the implementation plan solution resulting from the concept plan. o The design will be carried out as total responsibility design, including the design tasks covered by this request for proposals. The breakdown is presented later in this request for proposals (section 2). o Other necessary consultations (such as moisture management, cleanliness management, and safety coordination, as well as supervision, construction management, special quality assurance, etc. consulting services) will be competitively tendered during the design phase. o The design contract will be concluded between the client and the bidding company or consortium/group, with other designers acting as subcontractors to the bidder. o Plans and all documentation will be prepared in Finnish. Finnish will be used for communication related to the project. o The project will be implemented according to the plans commissioned by the client, either as a total or divided contract. The design task will consider the implementation of a divided contract. 2) OVERVIEW OF THE DESIGN TASK o The design task will be carried out as total responsibility design (KVS), with the bidding company/consortium/group and Oulun Tilapalvelut municipal enterprise in a contractual relationship. Other consultants named by the bidder will be subcontractors to the bidder.
