Condition surveys of three regulation dams

The procurement concerns the planning, execution, and reporting of condition surveys for three regulation dams. The objective of the condition surveys is to determine the structural condition of the dams, identify potential damages and repair needs, and provide the client with an overall picture of the current state of the sites to support the planning of further measures. The procurement is divided into three (3) separate lots, each forming its own separate contract: • Lot 1: Condition survey of Kuotesjärvi regulation dam (Alavus) • Lot 2: Condition survey of Varpula regulation dam (Seinäjoki) • Lot 3: Condition survey of Niska regulation dam (Lappajärvi) Each site's condition survey must include all work, personnel, equipment, lifting, transport, diving and research equipment, sampling, laboratory tests, and other costs and measures necessary to carry out the assignment, so that the condition surveys and reporting can be completed fully in accordance with the tender request documents. The tenderer may submit a tender for one (1), two (2), or all three (3) lots. Tenders will be evaluated lot by lot, and the same tenderer may be selected as the supplier for one, several, or all lots. The client reserves the right to accept tenders lot by lot in accordance with the comparison criteria presented in the procurement documents. The contracting entity reserves the right to negotiate all commercial and technical terms if the contracting entity's circumstances, needs, or design criteria change during the procurement process. The contracting entity reserves the right to reject any tender or to make no procurement decision for an individual lot on grounds permitted by legislation and case law concerning public procurement. Lot 1: Condition survey of Kuotesjärvi regulation dam (Alavus) Kuotesjärvi regulation dam is located in Alavus and was built in 1966. The dam is an unclassified dam. The closest address to the dam is: Kuotesahontie 50, Alavus. The underwater structures on the lake side of the dam must be inspected by diving. Special attention must be paid to damages and deficiencies that may affect the dam's safety, operational reliability, or maintenance needs. Identified damages and anomalies must be documented by photography/videography and reported in the condition survey report. The client will close the dam gates and take the dam's control out of use for the duration of the inspection. Other possible operational or water management arrangements will be agreed upon separately. The task includes inspection in accordance with the measures presented in the research plan, covering the entire dam structure, the bridge, and associated wing and retaining walls, gate structures, erosion protection, stilling basin structures, and other structures essential for the dam's operation. Lot 2: Condition survey of Varpula regulation dam (Seinäjoki) Dam classification: dam class 1. The closest address to the dam is: Varpulantie 60640, Isokoski. The client will close the upstream and downstream flow openings of the dam before the inspections and pump the inspected chambers dry so that their structures can be inspected in dry conditions. Other underwater structures will be inspected by diving. Special attention must be paid to damages and deficiencies that may affect the dam's safety, operational reliability, or maintenance needs. Identified damages and anomalies must be documented by photography/videography and reported in the condition survey report. The task includes inspection in accordance with the measures presented in the research plan, covering the entire dam structure and its associated wing and retaining walls, gate and machinery structures, erosion protection, stilling basins, and other structures essential for the dam's operation. Lot 3: Condition survey of Niska regulation dam (Lappajärvi) Dam classification: dam class 3. The closest address to the dam is: Itäkyläntie 98, Lappajärvi. The task includes inspection in accordance with the measures presented in the research plan, covering the entire dam structure and its associated structures. In 2012, the dam's regulating segment gate with its lifting machinery, the dam's concrete structures, and railings were renovated. In addition, the dam's electrical system was completely renewed, and the spillway openings were equipped with new stop logs. The condition survey must also assess the current condition of these structures. Underwater structures outside the segment gate structures will be inspected by diving. The inspection must identify damages and deficiencies that may affect the dam's safety, operational reliability, or maintenance needs. Identified damages and anomalies must be documented by photography/videography and reported in the condition survey report.
