The Heat Transition Strategy will outline the implementation steps to realize the identified potentials, evaluating target scenarios and development pathways for each municipality within their specific legal and financial frameworks. This will include identifying suitable areas for district heating networks and/or individual supply solutions, as well as three focus areas per municipality for in-depth analysis. Finally, the Measures Catalogue will translate the Heat Transition Strategy into concrete, actionable measures.

Original language: GermanFür die Kommunen Blaichach, Burgberg, Immenstadt, Rettenberg, Sonthofen soll eine Kommunale Wärmeplanung nach Wärmeplanungsgesetz und den Förderrichtlinien der aktuellen Fassung der Kommunalrichtlinie KRL erstellt werden. Die Förderbedingungen, insb. die inhaltlichen und technischen Mindestanforderung (technischer Annex) sind einzuhalten, für die Leistungsbeschreibung maßgeblich und Vertragsbestandteil. Die Kommunen arbeiten gemeindeübergreifend als Region „Alpsee Grünten“ im südlichen Oberallgäu zusammen. Die Wärmeplanung besteht aus vier Arbeitsschwerpunkten: 1) Bestandsanalyse, 2) Potentialanalyse, 3) Wärmewendestrategie, 4) Maßnahmenkatalog Für die Bestandsanalyse (1) werden Wärme- und Kältesenken, bestehende Versorgungsnetze, sowie bestehende Wärme- und Kältequellen identifiziert, kartiert und analysiert. Im Ergebnis entsteht eine gebäudescharfe räumliche Darstellung des Wärmebedarfs. Für die Potentialanalyse (2) werden Möglichkeiten zur Umstellung der Wärmeversorgung im Untersuchungsgebiet auf erneuerbare und klimafreundliche Energieträger erfasst und analysiert. Potenziale für zusätzliche Wärmenetze bzw. die Möglichkeiten zur Erweiterung bestehender Netzinfrastrukturen werden aufgezeigt. Zielszenarien und (THG-)Entwicklungspfade werden beschrieben. Energieeinsparungen und Kostenprognosen werden aufgezeigt und über Wärmevollkostenvergleiche bewertet. Im Ergebnis wird für das gesamte Untersuchungsgebiet eine regenerative Versorgungsmethode für den Wärmebedarf gebäudescharfe identifiziert. Die Wärmewendestrategie (3) soll die Umsetzung zur Erreichung der in (2) identifizierten Möglichkeiten beschreiben. Zielszenarien und Entwicklungspfade werden für jede Kommunen unter ihren rechtlichen oder finanziellen Rahmenbedingungen bewertet. Entsprechend werden Eignungsgebiete für Wärmenetze und/oder Einzelversorgung und für jede Kommune 3 Fokusgebiete zur Vertiefung identifiziert. Der Maßnahmenkatalog (4) übersetzt die Wärmewendestrategie in konkrete Maßnahmen. Für die Fokusgebiete werden detaillierte Umsetzungspläne erarbeitet. Eine Verstetigungsstrategie soll Zuständigkeiten organisieren. Die Evaluation soll ein Controlling-Konzept beschreiben. Für die Erstellung des Wärmeplans sollen die relevanten Akteure sowie die Öffentlichkeit beteiligt werden. Die ausführliche Leistungsbeschreibung liegt den Vergabeunterlagen bei und ergänzt die Kurzbeschreibung in der Auftragsbekanntmachung.
