General The Ministry for Rural Development, Agriculture and Heimat (MLR) is responsible for a variety of issues that affect the lives and future of the citizens of Baden-Württemberg. Our work focuses on the development and preservation of attractive and vibrant rural areas. Likewise, the promotion of local agriculture is a focus for us, especially on regional and organic products, as well as on the protection and care of the forests in the state. Another focus of our work is in nutrition education and nutrition training, as we advocate for healthy and sustainable nutrition. In addition, we are working to promote balanced out-of-home catering and strengthen regional value creation. We are also responsible for regional development and Heimat, animal health and food monitoring. Sustainable production and regional nutrition strengthen the quality of life in our country. This is how we shape vibrant rural areas that offer a home, create value, and secure the future. What we are looking for To achieve our goals and communicate our topics in a citizen-friendly and understandable way, we are looking for a service provider to support us in creating various communication media. This includes the conception and implementation of: - Social media posts and reels - Interactive graphics and infographics - Key visuals and claims - Landing pages and websites - Classic print products such as flyers, brochures, posters, postcards, roll-ups and giveaways In addition, communication campaigns are to be conceived and implemented, including the creation of moving images for various channels. The goal is to formulate and distribute complex content clearly, understandably and appealingly through media, in order to inform and sensitize the citizens of Baden-Württemberg. Duration and order volume The service to be awarded will be concluded through a framework agreement with one participant. The contract duration of the framework agreement begins on 01.09.2026 and ends on 31.08.2028. The framework agreement can optionally be extended twice by the contracting authority for 12 months each, from 01.09.2028 to 31.08.2029 and from 01.09.2029 to 31.08.2030. Team composition and requirements The contracting authority values continuity in terms of personnel. The contractor must therefore ensure a continuous contact person (project manager) and an equally qualified representative during the term. The designated project manager is primarily responsible for the services to be provided throughout the entire contract period. For services to be called off in parallel, the contractor must ensure sufficient personnel capacity. On-site appointments at the contracting authority's premises must be made at short notice, within 24-48 hours, as required. The contractor must also provide sufficient personnel capacities for this. Services that involve particular proximity to the head of the authority and thus a particularly high degree of confidentiality must be performed personally by the contractor. For other, less sensitive service components, such as proofreading, the use of subcontractors is permissible, subject to the approval of the contracting authority. Specifications for service execution All services must be carried out in compliance with the contracting authority's applicable corporate design specifications. The contractor always owes the handover of open data to the work results to the contracting authority. Travel expenses incurred by the contractor for on-site appointments can be billed, but a maximum of EUR 0.50 per kilometer.
