Auto-translated from Polish1) The subject of the order is the comprehensive supply of Gaseous Fuel – sale and distribution service of high-methane natural gas (Group E) with a nominal calorific value of 39.5 MJ/m3 at a pressure not exceeding 0.5 MPa. The gas reception points and the quantities of gas covered by the order are indicated in Annex No. 1 to the SWZ. Natural gas intake points are points in the operational area of Polska Spółka Gazownictwa Sp. z o.o. and are characteristic of the Gdańsk area. For the selected Contractor, a power of attorney will be attached to change the seller on behalf and for the benefit of the Provincial Police Headquarters in Bydgoszcz, as required by point 15.5 of the Network Operation and Exploitation Instructions (IRiESD). 3) In the Police units in Bydgoszcz, the supplied gaseous fuel will be used for own purposes and for the needs of the Ordering Party, i.e. for central heating (C.O.) and domestic hot water heating (C.W.U.), and is exempt from excise duty by 100%. A relevant statement on the use of purchased gas products and the intended use of gaseous fuel will be an attachment to the contract. 4) The main element of the procedure is the supply of high-methane natural gas from Group E, belonging to the group of primary (fossil) fuels. The first group of gases includes: natural gas, mine gas, and liquefied petroleum gas. Gaseous fuel should be treated as a product with quality standards established by applicable legal regulations. The quality of the supplied gas (high-methane natural gas, Group E symbol, Wobbe index 45.0 MJ/m3 < Ws < 56.9 MJ/m3) is defined by the standard "PN-C-04750:2011 – Gaseous fuels and fuel classification". Fees are paid based on the Taryf OSD approved by the President of the Energy Regulatory Office, and their amount for all recipients of the same tariff group in a given network is the same (fixed and variable fee). For technical reasons, resulting from the gas receivers owned by the Police, as well as as a result of the issued technical conditions for connection to the network, it is not possible to purchase another type of gas through the aforementioned network. The above standard defines, in accordance with applicable regulations, the established quality standards relating to all essential characteristics of the sold gas. The supply of gaseous fuel takes place via the OSD network, and therefore the Distribution System Operator is responsible for the technical parameters and quality of the fuel in accordance with §38 of the Regulation of the Minister of Economy of July 2, 2010 on the detailed conditions for the functioning of the gas system (Journal of Laws of 2025, item 1382). The rules for providing distribution services are defined in the Network Operation and Exploitation Instructions (IRiESD), approved by the decision of the President of the Energy Regulatory Office (URE). Therefore, IRiESD sets quality standards relating to all essential characteristics of gas distribution. 5) All gas intake points (ppg) are in the "Gdańsk" area where Polska Spółka Gazownictwa sp. z o.o. operates in terms of tariffs listed in Annex No. 1 and 2 to the SWZ. 6) The Ordering Party informs that it is not subject to the Act of January 26, 2022, on special solutions for the protection of natural gas consumers in connection with the situation on the gas market (Journal of Laws of 2022, item 202, as amended).
