Comprehensive implementation, in the EPC "turn-key" formula, of a project consisting of the design, supply, execution, commissioning and handover for operation of a battery energy storage system (BESS) with a capacity of approx. 60 MW and a capacity of approx. 120 MWh, including necessary accompanying infrastructure and provision of O&M services.

This offer inquiry concerns the selection of a contractor for the comprehensive implementation, in the EPC "turn-key" (Engineering, Procurement and Construction) formula, of a project consisting of the design, supply, execution, commissioning and handover for operation of a battery energy storage system (BESS) in Pabianice, along with all necessary accompanying infrastructure, including connection, control, protection and telecommunication infrastructure. The project includes an energy storage system with a capacity of approximately 60 MW and a capacity of approximately 120 MWh. The performance effect parameters adopted for the project include: 1 electrochemical energy storage system, with a capacity of 120.00 MWh and a power of 59.40 MW. The subject of the order also includes the provision of O&M services for the period specified in the tender documentation. The project is financed by the Modernization Fund through the National Fund for Environmental Protection and Water Management, under the priority program "Energy storage systems and related infrastructure for improving the stability of the Polish power grid". The storage facility is to be connected to the transmission grid of Polskie Sieci Elektroenergetyczne in accordance with the grid connection agreement and technical documentation. The procedure is carried out in the form of an offer inquiry with the appropriate application of the provisions concerning tenders referred to in Art. 70(1) – 70(5) of the Civil Code. The order includes the Basic Scope and the Optional Scope provided by the Contracting Authority, whereby each Offeror is obliged to submit an offer covering both the Basic Scope and the Optional Scope, including indicating the price for each of these scopes separately. The basic scope includes the comprehensive implementation of the BESS investment in the EPC "turn-key" formula, in accordance with the tender documentation and the EPC Agreement, excluding the purchase and supply of a 220/33 kV high-voltage power transformer, with the reservation that the Basic Scope includes the installation, integration, commissioning and handover for operation of the aforementioned transformer, transformer station, along with all works, devices, installations, documentation and activities necessary for its proper functioning and integration with the rest of the investment. In turn, the Optional Scope includes the purchase and supply to the construction site of a 220/33 kV high-voltage power transformer meeting the requirements set out in the Offer Inquiry, including in the attached documentation. Supplementary orders: The Contracting Authority foresees the possibility of granting supplementary orders to the contractor selected in this procedure – in accordance with the content of the Offer Inquiry and its attachments. Conditions for amending the contract: The Contracting Authority allows for changes in the contract in the cases specified therein, including as a result of force majeure.
