"Comprehensive lighting service for streets, roads, and other public open spaces in the Municipality of Koszalin"

The subject of the order is the provision of lighting services for roads and other public spaces in the city of Koszalin, including the operation, maintenance, repair, and upkeep of street lighting equipment owned by the Contractor, as well as fault removal and ensuring the proper functioning of the lighting infrastructure. The maintenance of lighting equipment includes performing all operational, maintenance, repair, and safety activities necessary to ensure the continuity and safety of street lighting operation, in particular: 1. control of lighting on and off times and adjustment of astronomical clocks and twilight switches according to seasonal and time changes, 2. replacement of fuses, light sources, contactors, twilight switches, ballasts, and thermal overload relays for sodium lamps, 3. painting of booms, poles, and pole recesses, 4. disposal of dismantled equipment and light sources in accordance with applicable regulations, 5. straightening of foundations and poles and adjustment of booms and luminaires to achieve proper lighting parameters, 6. replacement and maintenance of poles, booms, and luminaires, 7. replacement of control devices for lighting circuits, 8. removal of the consequences of random events, including natural forces and traffic accidents, including securing the scene and disposing of damaged elements, 9. removal of hazards to road and pedestrian traffic safety, in particular damaged booms, dangling wires, and damaged cabinets and boxes, 10. repair of damaged sections of the installation, including replacement of wires, 11. ensuring the proper technical condition of the network and user safety, 12. cleaning of lampshades and luminaires, 13. inspection and maintenance of control elements, 14. operation of power reduction and lighting control systems, 15. carrying out measurements of protective earthing effectiveness and other operational measurements required by law, 16. cutting tree branches in the vicinity of light points, including their removal, 17. supplementing missing elements of power poles and distribution cabinets and boards, 18. vertical alignment of power and lighting poles and distribution cabinets and boards, 19. restoration of surfaces after completed work, including providing results of soil compaction tests, 20. ensuring technical supervision and 24-hour readiness for fault removal, 21. providing materials, equipment, machinery, and tools necessary for the execution of the order, 22. using materials and equipment approved for circulation and use in accordance with applicable regulations, 23. carrying out control rounds of lighting during operation, in the presence of the Ordering Party's representative, no less than twice a month, 24. maintaining operational documentation and records of completed work and providing them to the Ordering Party upon request, 25. reporting detected infrastructure damage to the Ordering Party and proposing modernization and improvement of the lighting system's energy efficiency, 26. using energy-efficient luminaires equipped with power reducers or using power reducers in supply cabinets in the case of new lighting construction or comprehensive luminaire replacement, 27. replacing energy-consuming mercury lighting with LED luminaires of lower power, 28. performing other work necessary to ensure the proper, safe, and continuous operation of street lighting. The number of light points covered by the subject of the order is 5,703 units. During the contract period, the number of light points may change, particularly in the event of expansion, modernization, liquidation, or transfer of lighting infrastructure elements.
