Formålet med anskaffelsen er utarbeidelsen av en rapport som gir et oppdatert tallgrunnlag basert på Reisegarantiutvalgets rapport fra 2021. Reisegarantiutvalget (RGU) fikk i 2021 i oppdrag av regjeringen å vurdere alle sider av det norske reisegarantisystemet. Reisegarantiutvalgets beregninger bygget på markedssituasjonen og tallgrunnlaget som forelå da rapporten ble utarbeidet. Ettersom det norske pakkereisemarkedet kan ha endret seg siden utvalget overleverte sin rapport i 2021 har BFD behov for et oppdatert kunnskapsgrunnlag.
Det er et vilkår for å selge pakkereiser at det stilles reisegaranti. Reisegarantien skal sikre tilbakebetaling av betalinger for pakkereiser som ikke blir levert som følge av pakkereisearrangørens insolvens. I dag bygger det norske reisegarantisystemet i hovedsak på individuelle garantier. Den enkelte pakkereisearrangør skal stille garanti som det kan tas dekning i dersom arrangøren blir insolvent og pakkereisen ikke blir levert.
Oppdragstaker skal ikke utarbeide lov- eller forskriftsforslag, men kan peke på forhold som bør vurderes nærmere i et eventuelt regelverksarbeid.
Oppdraget består i å lage én rapport.
Endelig leveringsfrist for rapporten er senest 15. desember 2026.
Anslått verdi for anskaffelsen er fra kr 800 000,- ekskl. mva. til kr 1 000 000,- ekskl. mva. Estimatet er ikke bindende for oppdragsgiver.
