The Danish Environmental Protection Agency (Miljøstyrelsen) needs to carry out a series of tasks, all requiring knowledge about the composition of waste in Denmark. The focus is primarily on household waste, but investigations of commercial waste will also be conducted. The investigations include both correctly and incorrectly sorted waste. In connection with the extended producer responsibility for packaging, it is necessary to know the proportion of packaging waste in different waste fractions in both household and commercial waste. This calculation will be used to create distribution keys that determine the average proportion of packaging per waste fraction. The distribution keys are used in the calculation of economic compensation between packaging producers and other actors in waste management. The distribution keys will be incorporated into the packaging order, which sets out the rules for extended producer responsibility for packaging in Denmark. Distribution keys for household and commercial waste have been prepared previously and will be updated with this project. In connection with the plastic contribution to the EU of non-recycled plastic packaging waste, it is necessary to know the total amount of plastic packaging waste in both household and commercial waste. It is expected that this calculation will be a subset of the investigations carried out in connection with the producer responsibility for packaging. The Danish Environmental Protection Agency also needs to map the composition and quantities of household-collected waste to gain a more detailed insight into what is being discarded, how it is distributed across waste fractions, and how citizens are sorting. In this context, data from this analysis will be linked to waste data from the Waste Data System (ADS), similar to the latest mapping of household-collected waste (2021), possibly in combination with other relevant data sources. This is to gain knowledge about the total amount of household-collected waste – both correctly sorted and incorrectly sorted. The results will be used, among other things, to report the amount of food waste from households to Eurostat and must thus meet the associated methodological requirements. The Ministry of Food also has a desire and need for the food waste part of the food waste to be calculated in five sub-fractions. The Danish Environmental Protection Agency must also calculate the amount of textile waste in residual waste, so that the proportion of textiles in residual waste can be monitored as part of the upcoming producer responsibility for textiles. Finally, there is a requirement that the Danish Environmental Protection Agency must report to Eurostat on the amount of batteries in residual waste and in electronic and electrical waste from recycling centers. There is a very large overlap in the waste that needs to be investigated in connection with the purposes described above. This leads to overlap in the agreements that need to be entered into with municipalities and companies to carry out the waste analyses. Therefore, the Danish Environmental Protection Agency wishes to have the investigations carried out as one consolidated project that utilizes the professional and practical synergies across the sub-tasks. The data and results from the project will also be usable for several purposes beyond those mentioned above, including waste projections.
