Contract award notice Cleaning and cost analysis - Single-use plastics directive cleanup responsibility

To support the producer responsibility for single-use plastics, a cleaning and cost analysis is carried out every three years, which determines the costs incurred by municipalities, the Road Directorate, and the Nature Agency for cleaning up littered single-use plastic products. Municipalities are responsible for a large part of the cleaning tasks today, i.e., emptying public bins and collecting littered waste. These activities are often part of other municipal activities, and the costs for cleaning the 8 covered SUP product categories must therefore be identified within the municipalities' general costs. The Road Directorate and the Nature Agency are responsible for cleaning up littered waste in state-owned areas, and the extent of littered waste cleaned up and the costs associated with it must be determined. In addition to the 8 covered SUP product categories, nicotine pouches must also be included, as described below. The overall purpose of the task is to conduct a waste and cost analysis that will determine: • Which waste quantities are subject to municipal cleaning. • What proportion of the waste relates to each of the 8 SUP product categories and nicotine pouches. • How much waste is emptied from public bins. • How much of the waste from public bins relates to the 6 covered SUP product categories and nicotine pouches. • Costs associated with municipal cleaning of littered waste and what proportion relates to the individual SUP product categories and nicotine pouches. • Costs associated with handling waste from public bins and what proportion relates to the individual SUP product categories and nicotine pouches. • Which waste quantities are collected at the inlets to the municipal wastewater infrastructure, and the costs associated with cleaning this. • The scope and costs of cleaning for the 8 covered SUP product categories and nicotine pouches by the Nature Agency and the Road Directorate, respectively. The analysis results will be used in the upcoming 3-year fee period regarding extended producer responsibility for certain single-use plastic products. A final consolidated report in Danish must be produced, containing the analysis results in a clear and easily understandable format. It must, among other things, include data tables corresponding to tables 1 and 2 in the Cleaning and Cost Analysis from 2023 (Environmental Project No. 2252 published by the Danish Environmental Protection Agency), so that the data is directly comparable to the data tables from the previous report. The report must include the methodology behind the results and a description of any inclusions and exclusions. Underlying data will be attached as an appendix. The report must also include a comprehensive summary provided in the Danish Environmental Protection Agency's report template and an abstract in English.
