Враховуючи норми частини 4 статті 14 Закону України “Про публічні закупівлі”, предмет закупівлі у Оголошенні для проведення спрощеної закупівлі через систему електронних закупівель визначено з умовою конкретного виробника та моделі, так як експлуатація саме його, задовольняє потреби замовника за технічними та якісними характеристиками, а також за вартістю життєвого циклу. Аналоги та/або еквіваленти товару допускаються до розгляду, якщо вони повністю відповідають усім технічним, якісним, функціональним характеристикам, вимогам щодо надійності, сумісності та іншим параметрам, визначеним у вимогах до предмета закупівлі. У разі невідповідності хоча б одній з вимог запропонований товар вважатиметься таким, що не відповідає умовам закупівлі.
