KTE10/26 Radiopharmaceutical cabinets

The subject of the procurement is three radiopharmaceutical cabinets, which differ in their intended use and requirements. The devices are being procured for the isotope department to be built in the T-hospital extension as part of the initial furnishing. Radiopharmaceutical cabinets are used for the preparation and commissioning of radiopharmaceuticals. Two of the devices will be placed in a negative pressure Class C (GMP) cleanroom. These devices will be used to commission and prepare patient-specific sterile radiopharmaceuticals and to dispense F-18 isotope. In addition, one of these devices will use a technetium generator. The third device will be placed in a normal room. This device will be used to measure patient-specific non-sterile radiopharmaceuticals such as radioiodine capsules. An absolute requirement is the integrability of the activity meter directly as part of the IBC system used by the unit. Direct integration is essential as the system is used to control the entire operation of the radiopharmaceutical laboratory. The activity meter must also be integratable into the cabinet. One of the cabinets will be placed against the cleanroom element so that the generator shield can be filled and the generator changed from the other side of the wall. A reference for the implementation of wall-through loading from the device manufacturer or tenderer is required. For the usability and compatibility of the devices, all three cabinets must be procured from the same supplier. The absolute requirements for the devices are specified in Appendix 1 of the decision. Based on the EU-wide market survey conducted by the contracting authority, only Oy Teknocalor Ab and Comecer BH series radiopharmaceutical cabinets supplied by Oy Teknocalor Ab can meet the absolute requirements set by the contracting authority for the devices. The grounds for direct procurement are section 40, paragraph 2, point 2 of the Procurement Act due to technical reasons or reasons related to the protection of exclusive rights, only a specific supplier can carry out the procurement; an additional condition is that there are no reasonable alternative or substitute solutions and that the lack of competition is not due to an artificial restriction of the procurement conditions.
