Cursory and in-depth examination of proof of expenditure for grants based on §§ 23 and 44 BHO from various non-construction funding programs

The subject of this tender is the cursory and in-depth examination of proof of expenditure for grants in accordance with §§ 23, 44 BHO within the framework of various non-construction funding programs. The contractor is to examine whether the proof of expenditure meets the requirements set out in the grant decision (including ancillary provisions) and whether the grants have been used for their intended purpose according to the information in the proof of expenditure. The examination is limited to the administrative review of the proof of expenditure. The technical examination for achieving the funding purpose is not part of the contract. This is carried out by the client. These are grants within the meaning of §§ 23, 44 BHO, which were predominantly approved as non-repayable project grants through co-financing. Occasionally, grants were also approved as lump-sum or full financing and on a cost basis. A guide and sample checks for cursory and in-depth proof of expenditure examination are also attached to the tender documents as an appendix to the service description.
