The city of Pudasjärvi is participating in the village radio - backup communication network construction, which is part of the Village Safety Project by Suomen Kylät ry. The purpose of this village radio network, using RHA68 technology, is to serve as a backup communication tool for the residents of Pudasjärvi in situations where, for example, telephone and internet networks are down or power outages occur. The network will enable villages and authorities to exchange important messages in situations where other communication methods are silent or unavailable. It will also allow citizens to organize, for instance, peer support for those in need. The village radio network will also function during power outages, as the network must be battery and power backup-enabled.
The city of Pudasjärvi has prepared the RHA68 network village radio procurements for Pudasjärvi. The city of Pudasjärvi is requesting offers for the procurement of village radios, their accessories, and installations in accordance with this request for proposals and its appendices.
This tender seeks offers for 2 sub-areas:
1.) Village radios for the villages of Pudasjärvi - investment project, for which funding is sought from Oulun Seudun Leader. The equipment procured in this project will be placed at locations designated by the villages of Pudasjärvi for use by village operators. This part of the procurement will be implemented if the city of Pudasjärvi receives a positive project decision regarding funding from Oulunseudun Leader.
APPENDIX 1 contains a map showing the approximate locations of the villages. The exact placement of radio equipment will be discussed with the selected supplier on a site-by-site basis.
The estimated procurement quantity for base station and backup power packages is 20-34 units, and for handheld radios, 20-56 units. The number of locations will be specified during the contract period. The number of locations depends on the availability of appropriations.
2.) Pudasjärvi City's radio phone system - investment procurement, which will be carried out as a procurement by the city of Pudasjärvi itself. The equipment procured in this section will be placed in buildings used by the city of Pudasjärvi, most of which are located in the urban area, Kurena. The equipment will be used by the city for official communication.
The estimated procurement quantity for base station and backup power packages is approximately 11-19 units, and for handheld radios, 10-20 units. The number of locations will be specified during the contract period. The number of locations depends on the availability of appropriations. Three (3) of the base station packages will be installed in vehicles, and 3-5 base station packages will be placed in civil defense shelters.
APPENDIX 2 contains a map showing the approximate locations of the sites. The exact placement of radio equipment will be discussed with the selected supplier on a site-by-site basis.
The tenderer may submit an offer for both parts (1 and 2) and/or only for one part. Offers for the project and the city's own procurement will be processed separately. Offer details are requested to be entered by sub-area (1 and 2) directly in the section: 'Criteria for the subject of procurement'.
During implementation planning and installation, the winner of the tender will cooperate with the staff of the city of Pudasjärvi, owners of installation sites, radio amateurs, and Vapepa experts. The installation schedule is for the period 5/2026-12/2026, and the schedule can be extended with an option period until 1.1.-30.6.2027 by a separate decision of the Client.
Invoicing can be done in four (4) installments once the installation work is completed, functionality is tested, and the work is approved by the Client.

The warranty for the installed equipment must be valid for 3 years from the date of manufacture. The supplier is responsible for the manufacturer's warranty handling for the equipment.
