Purchase of a crawler excavator

Purchase of a crawler excavator with a crawler undercarriage, rotating superstructure, operating weight between 24000 – 30000 kg, with a digging bucket, operator training and on-site expert service. The winning bidder may only deliver a new, unused, flawless and undamaged device that meets the technical requirements specified in the technical description of the documentation. The offered device must comply with Hungarian and EU international standards, regulations, and safety requirements. The winning bidder is obliged to provide the following documents to the contracting authority free of charge upon completion: - Technical documentation in Hungarian, - Operating and maintenance instructions in Hungarian, - Certification or conformity documents (CE/EC conformity certificates), - Service regulations, including the names of the service(s). The winning bidder must provide at least 12 months of full warranty for the delivered device, without any manufacturer restrictions and without prejudice to warranty rights. The bidder must submit a declaration from the territorially competent representative or the manufacturer regarding the provision of expert service: The territorially competent representative or manufacturer undertakes to provide expert services with on-site visits within the contracting authority's area of operation. These services include scheduled maintenance, repairs to be carried out within and outside the warranty period, with particular attention to repairs requiring manufacturer authorization (e.g., software updates, software settings, execution of possible recalls, cost settlement for warranty repairs with the manufacturer, etc.). The above commitment does not include repairs that can only be performed in a specialized workshop. A detailed description can be found in the technical documentation. In accordance with Section 46 of Government Decree 321/2015 (X.30.), the contracting authority states that where reference is made to a specific make in the public procurement documents, this is done to clearly define the nature of the product, as a precise and understandable description of the subject of the contract cannot be provided by circumlocution. However, the bidder may include any other product in its offer that meets the specified requirement and is equivalent. The contracting authority clarifies that the phrase "or equivalent" is included due to the provisions of Government Decree 321/2015.
