Landkreis Neumarkt i.d.OPf. - Procurement of planning and construction services for the expansion building of the vocational school center in Neumarkt i.d.OPf. - Participation competition

The Landkreis Neumarkt i.d.OPf. intends to construct an expansion building for the vocational school center in Neumarkt. The approximately 40-year-old vocational school center of the Landkreis Neumarkt i.d.OPf. in Neumarkt no longer meets current structural, energetic, and pedagogical requirements. Against this background, the Landkreis Neumarkt i.d.OPf. commissioned a feasibility study to investigate various options for renovation or new construction of the vocational school. The feasibility study by the commissioned firm Krug Grossmann Architekten Gesellschaft von Architekten und Ingenieuren mbH (Krug Grossmann), presented in May 2025, concludes that the investigated variant 1.2 represents the economically, organizationally, and ecologically preferable solution according to the underlying investigation criteria. This variant involves the general renovation of the existing building at Deininger Weg and, at the same time, the new construction of an expansion building. The district council of the Landkreis Neumarkt i.d.OPf. has decided to implement this variant for the renovation or new construction of the Neumarkt vocational school center. In the feasibility study, Krug Grossmann estimates total construction costs (Cost Groups 200 - 700) of approximately EUR 115 million gross. Of this, approximately EUR 48 million is allocated to the expansion building. The Landkreis Neumarkt i.d.OPf. intends to implement the new construction of the expansion building in a first construction phase through a combined procurement of planning and construction services. This is the subject of the present procurement procedure. The second construction phase, involving the renovation of the existing building at Deininger Weg, will take place at a later date in a separate procedure. The subject of the present procedure is therefore the planning and subsequent turnkey construction of the expansion building of the Neumarkt vocational school center. The expansion building of the vocational school center comprises a total usable area of approximately 5,750 m² (excluding circulation and technical areas). The space program includes construction phase 1 of the vocational school and foresees the following uses in the expansion building: - Agricultural economics teaching area - Electrical engineering teaching area - Mechanical engineering teaching area - Automotive workshops and practical rooms - Mechanical engineering workshops and practical rooms - School of Building Technology: teaching rooms, specialized rooms, workshops and practical rooms for the Building Technology/Energy-Efficient Building department - School of Building Technology: teaching rooms, specialized rooms, workshops and practical rooms for the Electrical Engineering/Information Technology-Smart Energy department - School of Mechanical Engineering Technology: teaching rooms, specialized rooms, workshops and practical rooms for the Mechanical Engineering Technology-Smart Factory department - School of AI: teaching rooms and specialized rooms - General School: teaching rooms and specialized rooms - Administrative and teacher areas The plot for the new building is located at Deininger Weg in Neumarkt. The existing vocational school building is adjacent to the south. The new school to be planned is to be constructed in a way that meets the requirements of contemporary teaching and at the same time enables flexible, future-oriented spatial designs. Within the scope of the procurement procedure, under the given conditions, the most acceptable solution, i.e., the best economic, technical, functional, and design solution for the fastest possible implementation of the construction measure while ensuring the full functionality of the building in its use, is to be found. In addition to the functional requirements of the new building, the economic efficiency of the project is paramount. The contractor is requested to optimize its planning from a life cycle perspective. The procurement procedure is intended to identify, under the given conditions, the most economically advantageous offer, i.e., the best offer in terms of award criteria, for the planning and construction of the expansion building of the vocational school center...
