Tarjouskilpailu toteutetaan käyttämällä hankintalain 33 §:n mukaista rajoitettua menettelyä, jossa kaikki halukkaat talouden toimijat voivat jättää tarjouskilpailukutsun perusteella osallistumishakemuksen.
