Dynaamisen hankintajärjestelmän (492908 / Lastensuojelun ostopalvelujen hankintajärjestelmä) kautta valittujen sijaishuoltopaikkojen joukosta ei löydy lapsen tarpeiden mukaista vapaata sijaishuoltopaikkaa. Hankintayksikkö voi tehdä suorahankinnan yksittäisissä tapauksissa hankintalain 12 luvun 110 §:n mukaisissa sosiaali- ja terveyspalveluhankinnoissa, jos tarjouskilpailun järjestäminen olisi ilmeisen kohtuutonta ja erityisen epätarkoituksenmukaista lapsen kannalta merkittävän hoito- ja asiakassuhteen turvaamiseksi.
