Request for Expression of Interest

Leasing of about 10-MW Generating Plant

The Liberia Electricity Corporation (LEC) is a utility wholly owned by the Government of the Republic of Liberia, having its headquarters at Waterside, 1000 Monrovia, Liberia. LEC has responsibility for electric utility operation throughout Liberia. LEC owns and operates generation, transmission, distribution systemsand the dispatch as a vertically integrated utility.

Currently, LEC supplies electricity only to parts of the city of Monrovia and its surroundings. The highest operating voltage level is 66 kV. The LEC operates 28.6 km of 66-kV transmission system in and around Monrovia. The LEC also manages approximately 48 km of 22-kV and 35 km of 400-Vdistribution system. The LEC's current generation assets include 10 MW of diesel generating plants.

Since 2006, the international donor community and multi-lateral financial institutions have provided assistance to the Government of Liberia (GOL) to revive and expand the electric generation, transmission anddistribution network in Monrovia and its immediate surroundings. Donors are committed to providing funding for further expansion of the generation and distribution network over the next five years. Donors will also fund a professional Management Contractor (MC) to run LEC for up to 5 years and build capacity of LEC personnel for future operation of the LEC. The MC is expected to be on-board by April 2010.

While the GOL wishes to embark on an international competitive bidding (ICB) for long-term power supply of as much as 30 MW from independent power producers (IPPs) using HFO generators, there is an urgent needfor about 10-MW generating plant to be commissioned and operational no later than December 1 st 2010 through a leasing facility. It would be desirable that the plant would be capable of operating on both HFO and Diesel fuel.

LEC is therefore seeking a reliable and experienced supplier (Lessor)to mobilize, supply, install, operate, and maintain approximately a generating plant (complete with switchgear, step-up transformers, controls, protection and other systems) to supply about 10 MW of load and about 70 GWh annually for an initial 2-year rental period with an option to extend the rental period for an additional year or purchase the plant after the rental period. At the end of the lease, the Supplier/Lessor should be prepared to remove the plant from LEC site and demobilize, if LEC opts not to purchase the generators. It is anticipated that the plant shall be installed at LEC's existing Bushrod facility near Monrovia and/or at other local substations in Monrovia. It is also desirable that the Supplier/Lessor would work with the local Oil Companies in Monrovia for the supply of necessary fuelfor the plant. The Supplier/Lessor would be responsible for the operation of the plant as well as the provision of consumables, spares, etc., necessary to maintain and dispatch reliable power to LEC from the rental facilityas necessary to meet system demand.

Key parameters for the rental plant are:

Peak Load 10 MW

Guaranteed Energy 70 GWh

Off-take voltage/system operating voltage 66 kV

System frequency # 50 Hz

Initial period of lease # 2 years with possible extension for 3 rd year and an option to purchase after lease.

Expected in service date December 1, 2010 (or earlier)

The rental facility may be located near one or more load centers and connected directly to the 66-kV transmission system.

Proposed financing and Schedule for acquiring rental plant

USAID in consultation with GOL and LEC has agreed to finance mobilization cost of rental facility and the capacity charges for initial three (3) months of operation. LEC supported by the MC will be responsible for all other payments to the Lessor and anticipates no difficulty meeting its financial obligations with revenue from energy sales to its customers.

Tentative Schedule:

It is desired that the commissioning of rental units be no later thanDec 1, 2010

Information to be submitted with formal Expression of Interest (EOI)

Interested vendors shall submit the following information at the minimum with their formal EOI:

1. A letter of expression of interest in corporate stationery confirming corporate interest and commitment for providing requested services in Liberia.

2. Experience with successful leasing and operation of a similar plant in similar countries and environment as Liberia (number of plants, capacity (MW) of each plant/facility, country of operation # with client references; length of individual lease contracts; other information toestablish vendor's qualifications.

3. Track record/experience to procure fuel and supplies for successful operation of similar plants in the last four (4) years (number of plants, capacity (MW) of each plant/facility, country of operation).

4. Corporate experience and commitment to HFO and other generation plant leases and operation in comparable countries.

5. Corporate finance statements for the last three (3) years (extract/provide financial operations summary of relevant plant operations)

6. Contact person (telephone, e-mail etc.)

7. Any other current, valid, and relevant information to establish vendor's credentials as a genuine interested supplier and operator of rental generating units operating on diesel or HFO.

Interested vendors shall also request a set of five tables to be filled in and submitted by them, which are to give a detailed overview of their experience. This set of tables can be requested by e-mail or phone from the address given below.
