Outline of Work (1) Work Name: Niigata University (Asahimachi) School of Medicine, Dentistry and Pharmaceutical Sciences Hospital East and West Wards LED Lighting Renovation Work (2) Work Location: 754-1 Asahimachi-dori, Chuo-ku, Niigata City, Niigata Prefecture (within Niigata University Asahimachi Campus) (3) Work Description: Renovation of lighting fixtures in patient rooms, stairwells, etc. in the West and East Wards of the hospital to LED lighting fixtures. (310 lighting fixtures) (4) Construction Period: From the day after the contract is concluded until Wednesday, March 17, Reiwa 9 (5) For this work, the application for confirmation of competitive participation qualifications (hereinafter referred to as "Application") and the confirmation documents for competitive participation qualifications (hereinafter referred to as "Documents") will be submitted, and bidding will be conducted through the electronic bidding system. If it is difficult to use the electronic bidding system, paper bidding may be used with the consent of the contracting party. 2. Qualifications for Participation in Bidding (1) Those who do not fall under the provisions of Article 3 of the Contract Administration Regulations of National University Corporation Niigata University, and who have not fallen under the provisions of Article 4 in the past one year. Minors, persons under guardianship or assistance, who have obtained the necessary consent for concluding the contract, fall under the case of special reasons in Article 3. (2) At the time of opening the bids, the grade for Reiwa 7 and 8 (Notification of Qualification for General Competitive (Designated Competitive) Bidding) as defined in Article 4, Chapter 1 of "Qualifications for General Competitive Bidders" (January 6, Reiwa 13, Minister of Education, Culture, Sports, Science and Technology) shall be Grade A, B, or C for electrical work. (5) A chief engineer who meets the following criteria can be assigned to this work. However, the assignment of engineers shall be in accordance with Article 26, Paragraph 3 of the Construction Industry Act and Article 27 of the Construction Industry Act Enforcement Order. ① Must be a Grade 2 Electrical Construction Management Engineer or possess qualifications equivalent to or higher than this. "Persons with qualifications equivalent to or higher than this" refers to the following persons. ② Must have experience in constructing the work described in (4) above, which has been completed and delivered as the prime contractor since Reiwa 23. (Experience as a member of a joint venture is limited to cases where the investment ratio is 20% or more). However, for ongoing construction joint ventures, it is sufficient if one chief engineer has experience in the same type of work. ③ Vacancy ④ Direct and constant employment relationship is required for the planned chief engineer, and documents that can prove this may be requested. If not provided, participation in the bid may be refused. ⑤ For ongoing construction joint ventures, chief engineers with national qualifications as specified in ① above can also be assigned, other than those falling under the proviso of ② above. (4) Method of Determining the Successful Bidder: The successful bidder will be the one who submits the lowest valid bid within the limit of the estimated price, in accordance with Article 11 of the Niigata University Contract Administration Regulations. However, if it is deemed that the successful bidder may not be able to perform the contract in accordance with its terms due to the bid price, or if it is deemed extremely inappropriate to conclude a contract with such bidder due to the risk of disrupting the order of fair trade, the bidder with the next lowest bid price within the limit of the estimated price may be selected as the successful bidder. (5) Confirmation of Planned Engineer: If, after the successful bidder is determined, any violation by the planned chief engineer is confirmed through CORINS or other means, the contract may not be concluded. Replacement of application documents will not be permitted, except in cases approved as unavoidable due to various circumstances.
