Outline of Work (1) Work Name: Kawagoe Public Employment Security Office Higashimatsuyama Branch LED Lighting Replacement Work (2) Work Location: Kawagoe Public Employment Security Office Higashimatsuyama Branch (3) Work Description: Replace existing lighting fixtures with LED lighting fixtures and remove existing lighting fixtures. (4) Work Completion Deadline: To be determined by the Saitama Labor Bureau on a date designated by the Saitama Labor Bureau between Reiwa 9, March 29 (Monday), in coordination with the person in charge of the work location. (5) This work is subject to the "Law for Promotion of Sorted Demolition and Recycling of Construction Materials" (Law No. 104 of Reiwa 12), which mandates sorted demolition and recycling of specified construction waste. (6) Submission of documents, bidding, etc. for this work will be conducted through the Government Electronic Procurement System. Eligibility for Participation in Competition (1) The applicant must not fall under the provisions of Article 70 and Article 71 of the Order for Budget, Settlement, and Accounting (Imperial Ordinance No. 165 of Reiwa 22) (hereinafter referred to as "the Order"). (2) The applicant must be rated "C" or "D" in the "Electrical Construction" category in the Reiwa 7/8 General Competitive Bidding Qualification of the Ministry of Health, Labour and Welfare, and have a valid "Kanto-Koshinetsu" region for participation. (4) The applicant must have experience in the construction of works of the same or similar type as this work, completed and delivered as the prime contractor since Reiwa 18. (5) The applicant must be able to assign a chief engineer who meets the following criteria to the work. ① The person must fall under the provisions of Article 26, Paragraph 1 of the Construction Industry Act (Law No. 100 of Reiwa 24). ② The person must have experience as the prime contractor in works that meet the criteria specified in (4) above, completed and delivered since Reiwa 18. (6) The applicant must not have been subject to a suspension of bidding or other measures based on the "Standards for Suspension of Bidding and Other Measures Related to Construction Contracts" by the Director of the General Affairs Division, Minister's Secretariat, Ministry of Health, Labour and Welfare, during the period from the deadline for submission of the application for general competitive bidding qualification and confirmation documents to the bid opening. (7) There must be no relationship between the bidders that falls under any of the following criteria (excluding cases where all parties falling under the criteria are members other than the representative of a joint venture). ① Capital relationship: In the case of two companies falling under any of the following. However, this excludes cases where a subsidiary or one of the subsidiaries is a company undergoing rehabilitation or reconstruction proceedings. (a) Parent-subsidiary relationship (b) Relationship between subsidiaries with the same parent company ② Personnel relationship: In the case of two companies falling under any of the following. However, (a) excludes cases where one of the companies is undergoing rehabilitation or reconstruction proceedings. (a) A director of one company concurrently serves as a director of the other company. (b) A director of one company concurrently serves as a trustee of the other company. ③ Other: Cases where it is recognized that the fairness of bidding is hindered, or other cases where a capital or personnel relationship equivalent to (a) or (b) above is recognized. (8) The applicant must not be a construction company whose management is substantially controlled by a member of a violent group, or a similar entity, that has been requested to be excluded from works ordered by the Ministry of Health, Labour and Welfare by the police authorities, and such state must not be continuing. (4) The successful bidder shall be the one who submitted the lowest valid bid within the limit of the estimated price prepared based on the provisions of Article 79 of the Order. However, if it is recognized that the contract may not be performed in accordance with the contract by the lowest bidder, or if it is deemed extremely inappropriate to conclude a contract with that person due to the risk of disrupting the order of fair trade, the bidder who submitted the lowest bid within the limit of the estimated price may be selected as the successful bidder.
