Outline of Work (1) Work Name: Kawaguchi Labor Standards Inspection Office LED Lighting Replacement Work (2) Work Location: Kawaguchi Labor Standards Inspection Office (3) Work Contents: Replace existing lighting fixtures with LED lighting fixtures and remove existing lighting fixtures. (4) Work Completion Deadline: A date and time designated by the Saitama Labor Bureau between March 29, Reiwa 9 (Monday), to be coordinated with the site supervisor. (5) This work is subject to the "Law for Promotion of Proper Treatment of Construction Materials and Promotion of their Reuse" (Law No. 104 of 2000), which mandates the implementation of separate demolition and reuse of specified construction waste. (6) Submission of documents, bidding, etc., for this work will be conducted through the Government Electronic Procurement System. However, those who find it difficult to use the Government Electronic Procurement System may apply for paper bidding with the approval of the contracting officer. 2. Eligibility for Competition (1) Persons who do not fall under the provisions of Article 70 and Article 71 of the Imperial Ordinance on Budget, Settlement, and Accounts (Imperial Ordinance No. 165 of 1947) (hereinafter referred to as "the Ordinance"). (2) Persons who have been rated "C" or "D" in the "Electrical Construction" category of the general competitive bidding eligibility for Reiwa 7/8 by the Ministry of Health, Labour and Welfare, and for whom "Kanto-Koshinetsu" is valid for the region of participation. (For those for whom a petition for commencement of rehabilitation proceedings has been filed under the Corporate Rehabilitation Law (Law No. 154 of 2002) or a petition for commencement of reorganization proceedings has been filed under the Civil Reorganization Law (Law No. 225 of 1999), they must have obtained re-certification of general competitive bidding eligibility based on procedures separately determined by the Director of the General Affairs Division, Minister's Secretariat, Ministry of Health, Labour and Welfare after the decision to commence proceedings.) (6) Persons who have not been subject to a bid suspension order based on the "Standards for Measures such as Bid Suspension for Public Works Contracts" by the Director of the General Affairs Division, Minister's Secretariat, Ministry of Health, Labour and Welfare, during the period from the deadline for submission of the general competitive bidding eligibility application and confirmation documents to the bid opening. (7) There shall be no relationship falling under any of the following criteria between bidders (excluding cases where all persons falling under the criteria are members other than the representative of a joint venture). ① Capital Relationship: In the case of two companies falling under any of the following. However, this excludes cases where a subsidiary or one of the subsidiaries is a company undergoing rehabilitation or reorganization proceedings. (a) Parent-subsidiary relationship (b) Relationship between subsidiaries with the same parent company ② Personnel Relationship: In the case of two companies falling under any of the following. However, (a) excludes cases where one of the companies is a company undergoing rehabilitation or reorganization proceedings. (a) A director of one company concurrently serves as a director of the other company. (b) A director of one company concurrently serves as a trustee of the other company. ③ Other: Cases where it is recognized that the fairness of bidding is hindered. Other cases where a capital or personnel relationship equivalent to the above (a) or (b) is recognized. (8) Persons who are not construction companies substantially controlled by members of organized crime groups, or equivalent, and who have been requested by the police authorities to be excluded from procurement contracts of the Ministry of Health, Labour and Welfare, and such state continues. (3) Bids submitted by persons who do not meet the required qualifications for competition, bids with false statements in applications or documents, and bids that violate the conditions of bidding shall be deemed invalid. (4) The successful bidder shall be the one who submits the valid bid with the lowest price within the limit of the estimated price prepared based on the provisions of Article 79 of the Ordinance. However, if it is recognized that the successful bidder may not be able to perform the contract in accordance with its content due to the bid price, or if it is recognized that it is extremely inappropriate to conclude a contract with that person due to the possibility of disturbing the order of fair trade, the bidder with the lowest price among other bidders who submitted bids within the limit of the estimated price may be selected as the successful bidder.
