Purchase of LED street luminaires – Part 1

The contracting authority intends to modernize street lighting on the territory of Budapest with innovative, integrated LED light sources, suitable for luminous flux control via DALI protocol, based on a framework agreement. The framework quantity for the first part is: 4000 pcs. The contracting authority undertakes to procure 70% of the framework quantity. Types and lengths of connecting cables: Types: - NYY-J (3 x 2.5 mm2) - MBCU (3 x 1.5 mm2) Characteristic cable length: 4 m for NYY-J (3 x 2.5 mm2) 10 m for MBCu (3x1.5 mm2). Maximum cable length: 10 m for NYY-J (3 x 2.5 mm2) 20 m for MBCu (3x1.5 mm2). • Mounting method: on Ø42-60 mm pole arm General technical requirements for luminaires: - The offered luminaires must have ESD protection at the manufacturing site, based on standard EN 61340-5-1. - The offered luminaires must comply with the provisions of Regulation (EU) No 1194/2012 on ecodesign requirements for directional lamps, light sources and separate control gears. - The specified value for LED L90B50 lifetime: min. 80,000 hours - The stabilized total luminous flux value shall not be less than 95% of the initial total luminous flux value up to a nominal power of 150 W, and 90% of the initial total luminous flux for a power of 150 W or more. - Requirements for the photometric data of the luminaire: o 2850 K ≤ CCT (LM-79) ≤ 3150 K o CRI (Ra) ≥ 70 o -0.0050 ≤ Δuv ≤ +0.0050 - Electrical parameters: the luminaire's ability to operate in the voltage range of 210 V-250 V – at an AC voltage of 50 Hz throughout –. For luminaires with a nominal effective power greater than 25 W, the power factor and total harmonic distortion (in the supply voltage range of 210 – 250 V) shall be: PF ≥ 0.90; THDi ≤ 20%. For luminaires with a nominal effective power of 25 W or less, the power factor and total harmonic distortion (in the supply voltage range of 210 – 250 V) shall be: PF ≥ 0.80; THDi ≤ 30%. The harmonic values of the absorbed current shall comply with the requirements of standard MSZ EN 61000-3-2. The total luminous flux values measured in the voltage range of 210 V – 250 V must fall within ±1% of the steady-state total luminous flux measured at nominal voltage. - Compliance with the EMC standard for radio disturbances (MSZ EN 55015). - Protection and impact resistance: the offered luminaires must comply with the protection rating according to EN 60529. The offered luminaires must comply with the impact resistance according to EN 62262. Light source: • The contracting authority points out that only High Power LEDs are accepted. The contracting authority considers LEDs to be High Power LEDs if the power of one LED exceeds 0.75 W and its driving current exceeds 150 mA. • The contracting authority does not accept the use of "retrofit" light sources (replaceable in their socket, designed to replace non-LED light sources). • The light source is an integral part of the entire luminaire structure, so warranty requirements also apply to the light source. Photometric parameters • The luminous efficacy of the offered luminaires shall not be less than 130 lm/W. Surge protection: • The luminaire's surge protection – using a separately replaceable component – shall be designed to protect the downstream components from both network disturbances and secondary effects of lightning strikes. Minimum requirements for surge protection against atmospheric or switching surges for the luminaire: Impulse voltage withstand: min. 10 kV; 1.2/50 µs Impulse current withstand: min. 5 kA; 8/20 µs Impact resistance: • The minimum impact resistance value is IK 08. Sealing of optical and gear compartments: • The protection rating of both the optical and gear compartments shall be at least IP 66. The expected minimum warranty period is 14 years.
