Description

Leduc County is seeking an engineering consulting partner to work collaboratively with County staff as and when required in a comprehensive review of The South East Vistas Special Study Area anticipated to be carried out through quarter one of 2028. The County has budgeted $150,000.00 for the consultant work for the entirety of the project. The South East Vistas Special Study Area represents the south section (29-50-24-W4) of the existing East Vistas Area Structure Plan (EVASP) in Leduc County. The EVASP is an urban residential development in Leduc County situated directly west of the City of Beaumont. In 2026, Leduc County council designated the south section of the EVASP as a Special Study Area to explore options for largely non-residential land uses to be comprised in a future amendment. The project is in the early stages and land use specifics have not yet been determined. More details on future land uses will come about as the project progresses. Public engagement carried out by the County with local stakeholders, landowners and the City of Beaumont will have a significant impact on the design and land uses. This project will be comprised of a comprehensive review of the designated “Special Study Area” and a comprehensive amendment to the EVASP to describe a new future land use for the area currently designated as a Special Study Area. While the County will retain elements or portions of the project work, the scope for the consultant will include technical studies and investigations to support the ultimate amendments and the updating of the remainder of the document as necessary to accommodate these new land uses. Through the process, it is anticipated that there will be changes and re-works as the project evolves through processes such as public engagements. The Special Study Area lands are bounded by Township Road 505 to the north, Range Road 245 and existing Country Residential subdivisions to the west known as The Vistas, Highway 625 to the South and Range Road 244 to the east, which is under the City of Beaumont’s authority. The County would like to encourage both boutique firms partnering up, and full service firms to submit proposals.
