Learning management system and training intermediary

The municipality has been using a learning management system (LMS) for over 8 years, the Archipel Class application. This application is used within the municipality under the name LOES. The LMS facilitates the selection and registration for training and education and handles the ordering and payment process. E-learnings are also included in the LMS, and there are functionalities to offer coherent packages of learning activities aimed at job groups (learning paths or learning programs). The learning activities made available through the LMS have sometimes been developed and carried out by the municipality itself (such as many e-learnings and some workshops) and in other cases have been separately procured by the municipality (primarily the L&O team). The current procurement by L&O concerns training and education for groups of employees (custom/in-company), not individual learning needs (open offer). The open offer is made available by the LMS supplier, who acts as a training intermediary in this case. The supplier does not conduct training or education itself but procures them from the market. The number of training and education courses that can be made available in this way is very large (around 70,000). The strategic importance of this service adjacent to the LMS lies primarily in the fact that: - Employees and their managers within the municipality gain direct insight into (almost 70,000) learning activities and their associated costs and execution dates via the LMS. This saves them from searching the internet themselves and provides a broader view of possibilities. By integrating into the LMS, the process of registration, ordering, and payment is highly automated and therefore extremely efficient. This saves the effort of requesting quotes, preparing and processing purchase orders, and approving and paying invoices. - The training intermediary manages to negotiate a discount on the catalog prices of training and education courses.
