SELECTION OF CONSULTING FIRMS BY THE WORLD BANK GROUP REQUEST FOR EXPRESSION OF INTEREST (EOI) Electronic Submissions through WBGeProcure RFx Now ASSIGNMENT OVERVIEW Assignment Title: Legal and Contractual Due Diligence for Project Deuterium Assignment Countries: Colombia ASSIGNMENT DESCRIPTION Colombia has set ambitious objectives to become a regional leader in clean hydrogen production, aiming to decarbonize its energy matrix and industrial sectors while positioning itself as a key exporter of hydrogen derivatives such as ammonia, methanol, and sustainable aviation fuels. These goals are embedded in the country’s updated climate commitments (NDC 3.0) and long-term strategy (E2050), which emphasize industrial decarbonization, green logistics, and the deployment of eco-industrial parks. A central pillar of this strategy is the mobilization of public and private capital through innovative financial mechanisms. In this context, the Financiera de Desarrollo Nacional (FDN) plays a pivotal role. The World Bank Group, through IBRD and IFC, has been actively supporting Colombia’s energy transition by partnering with national development banks such as FDN. This collaboration is particularly focused on enabling early-stage investments in clean hydrogen, port decarbonization, and eco-industrial parks. The World Bank has also supported the development of the Fondo de Transición Energética (FTE), a long-term financial architecture designed to blend public and private capital for clean energy infrastructure, where FDN plays a key role in financial structuring. This technical assistance includes risk-sharing instruments such as first-loss facilities and partial credit guarantees, aimed at addressing bankability gaps and enabling projects to reach Final Investment Decision (FID). These efforts are complemented by capacity building, feasibility studies, and strategic planning to ensure the bankability and scalability of Colombia’s hydrogen and decarbonization initiatives. The Financiera de Desarrollo Nacional (FDN) is playing a pivotal role in supporting the Deuterium project in Colombia, a flagship initiative under the broader Hidrógeno Andino strategy aimed at scaling green ammonia and fertilizer production. FDN’s involvement is focused on financial structuring and enabling the project to reach Final Investment Decision (FID), in collaboration with the World Bank. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals). Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. Where a group of firms associate to submit an EOI, they must indicate which is the lead firm. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase. Expressions of Interest should be submitted, in English, electronically through WBGeProcure RFx Now NOTES Following this invitation for EOI, a shortlist of qualified firms will be formally invited to submit proposals. Shortlisting and selection will be subject to the availability of funding. Only those firms which have been shortlisted will be invited to participate in the RFP phase. No notification or debrief will be provided to firms which have not been shortlisted.
