The WCB is inviting your firm to submit a Proposal for the following: to conduct a cost, efficiency, and effectiveness audit of the WCB's Wage Loss Benefit Program, including preparing detailed written reports based on this review.Description of ServicesThe WCB requires the Contractor to perform the following services:The Contractor shall conduct a cost, efficiency and effectiveness audit of the Wage Loss Payment Program in accordance with the scope described herein.The audit will be a program audit, focusing on the internal administration of the Wage Loss Benefit Program.The audit shall:a.Collect the qualitative and quantitative information necessary to assess the WCB's ability to administer the Wage Loss Benefit Program in an efficient, effective and value-added manner;b.Include a jurisdictional review to benchmark WCB processes against other Canadian workers compensation boards or similar entities;c.Focus on WCB's application of the various wage loss benefit policies and overall administration of the Wage Loss Benefit Program, assessing the efficiency and effectiveness of processes, procedures and controls in place;d.Assess the effectiveness and efficiency of processes in place to identify worker categories for the proper application of payment policies;e.Recommend changes to policies and processes that reduce the complexity of calculations while maintaining compliance with the WCA, with the goal of reducing manual calculations;f.Recommend standards for sufficient and appropriate evidence to support wage loss payments that reduce administrative effort while meeting policy requirements; andg.Include any other recommendations the Contractor considers appropriate to enhance the cost, efficiency and effectiveness of the Wage Loss Benefit Program.At the conclusion of the audit, the Contractor shall provide the WCB with the following deliverables:a.A draft report ("Draft Report") which, assuming a start date of November 30, 2026, shall be submitted to the WCB no later than May 31, 2027, in electronic format. The draft report shall include the Contractor's opinion on:i.The efficiency and effectiveness of the Wage Loss Payment Program;ii.WCB's compliance in administering the Wage Loss Payment Program under the defined criteria (i.e., in accordance with applicable policies);iii.Suggested improvements that could be made to the process, procedures and systems used to administer the Wage Loss Payment Program;iv.The findings of the jurisdictional benchmarking review;v.Recommend standards for sufficient and appropriate evidence to support wage loss payments that streamline the administrative process while ensuring compliance with policy requirements;vi.Recommend improvements or enhancements to internal controls, with particular emphasis on manual calculations; andvii.Include any other recommendations the Contractor considers appropriate to enhance the cost, efficiency and effectiveness of the Wage Loss Benefit Program.b.Assistance in formulating a written response to the Draft Report to WCB management, which shall be incorporated into the final report ("Final Report").c.At the WCB's request, the Vendor shall, prior to submitting the Final Report, make an oral presentation to the Executive Management Committee regarding the findings, conclusions, and opinions set out in the Draft Report. The Vendors shall respond to questions and requests for clarification from the Executive Management Committee.d.A Final Report, assuming a start date of November 30, 2026, must be submitted to the WCB no later than June 30, 2027, in electronic format. The Final Report shall include the elements identified in the Draft Report, WCB's management response, and any revisions, clarifications, or additional information arising from discussions regarding the Draft Report that the Vendor considers appropriate for inclusion in the Final Report.The Services shall normally be performed during Business Hours. However, the WCB may request some of the Services to be performed outside Business Hours from time to time, as deemed necessary, in the unfettered discretion of the WCB. The Contractor shall not be entitled to charge overtime rates unless specified in the Fee Schedule.The Vendor must have experience and knowledge with the following:a.Demonstrated knowledge and experience conducting value for money audits for similar clients in Canada;b.Demonstrated ability to perform jurisdictional benchmarking against other Canadian worker compensation boards or similar agencies;c.Demonstrated knowledge and experience with wage loss benefit programs or similar processes;d.Demonstrated ability to provide both qualitative and quantitative analysis;e.Demonstrated experience in conducting audits;f.Demonstrated ability to prepare clear, comprehensive written management reports; andg.Ability to meet prescribed reporting deadlines.The Proposal should include an overview of the proposed resource(s) being offered, including profiles of work which highlight their experience performing similar projects.The WCB requires the Successful Vendor to deploy quality and seasoned resources to provide the Services. The WCB shall reserve the right to terminate the Agreement if the respective Vendor proposes or field inadequately qualified resources in providing the Services, or such other reasons in the opinion of the WCB, acting reasonably.The Contractor will not be required to have and maintain workers compensation coverage for its workers who will be providing the Services, unless required pursuant to The Workers Compensation Act.The Services shall be provided onsite at the WCB's facilities and from the Contractor's facilities located in Canada, as applicable, unless otherwise agreed in writing.It is expected the Services will be required for an initial period of seven (7) months, with a preferred start date of November 30, 2026 (the "Term"). The Contactor shall deliver both the Draft Report and Final Report within the Term. The WCB shall have an irrevocable option to further extend the Services on the same terms and conditions and fees for one (1) additional period of up to five (5) months.
