De Gemeente Breda wil in de periode 2027–2029 een meerjarig leiderschapsontwikkelprogramma realiseren voor directie, afdelingshoofden en teamleiders. De opdracht omvat in ieder geval: • Ontwikkeling en uitvoering van een leiderschapstraject voor directie en afdelingshoofden; • Ontwikkeling en uitvoering van een leiderschapstraject voor teamleiders; • Organiseren van themabijeenkomsten rondom leiderschaps- en managementthema’s. De gemeente wil daarvoor één opdrachtnemer contracteren die optreedt als expert, regisseur én makelaar, en tevens fungeert als strategisch en inhoudelijk sparringpartner. Dit houdt in dat opdrachtnemer expert is op het gebied van leiderschaps- en managementontwikkeling, de samenhang, kwaliteit en ritmiek van het programma in Gemeente Breda bewaakt, en in dialoog met de Gemeente Breda meedenkt over de doorontwikkeling van het leiderschapsontwikkeltraject. De Gemeente Breda kiest in de aanpak van het leiderschapsontwikkeltraject nadrukkelijk voor een ontwikkelgerichte veranderaanpak.
