Lease and operation of aquaculture teaching permit

Background Troms county municipality, as the school owner, is responsible for providing upper secondary education relevant to the competence needs of the labor market. The aquaculture industry is an important industry in the region and has a sustained need for qualified labor. The client therefore wishes to strengthen recruitment to the industry through a comprehensive and practice-oriented training offer at Stangnes Rå upper secondary school. For students in the nature use education, it is crucial that the training provides a good connection between common subjects, program subjects, and vocational specialization. The client sees a need for a significant part of the practical training to be carried out in real operating environments, so that students gain experience with work tasks, equipment, and framework conditions that are representative of the aquaculture industry. As a central tool, the Client wishes to apply for a teaching permit for the farming of food fish (salmon and trout). If the permit is granted, it shall be leased out to and operated by the selected supplier on behalf of the Client. The procurement shall facilitate the school's ability to offer training with high professional quality, relevant practice, and a close link between school and working life from the school year 2026–2027. The client has the overall responsibility for the students' education. To achieve the purpose of the procurement, close collaboration between the school and the supplier is necessary, so that teaching, practice, and operation are seen in conjunction and support current curriculum goals. Description of the assignment The procurement concerns the selection of a supplier who, if a teaching permit is granted, shall lease and operate the teaching permit for farming of food fish (salmon and trout) on behalf of the Client. The supplier shall simultaneously contribute to the implementation of practice-oriented training for students at Stangnes Rå upper secondary school. The assignment includes access to aquaculture facilities, necessary equipment, relevant operating arenas, and instructors with aquaculture expertise. The supplier shall, in collaboration with the Client, facilitate practical training that supports current curriculum goals and the school's pedagogical approach. A close and binding collaboration shall be established between the supplier and the Client regarding the planning, implementation, and coordination of the training. The purpose is to ensure comprehensive training where students' learning in school and practice are seen in conjunction, and where the training is carried out within sound professional and operational frameworks. The assignment initially includes assistance with training for Vg1 Nature Use from the school year 2026–2027. In addition, an option for similar assistance for Vg2 Aquaculture is included, subject to later political clarification of the organization of this offer.
