Gegenstand dieses Vertrages ist eine Rahmenvereinbarung über die Belieferung der Bayerischen Polizei mit ballistischen Mehrkomponentenkrägen VPAM 3. Der ballistische Mehrkomponentenkragen soll als Schutzflächenerweiterung in Kombination mit dem vorhandenen Plattenträger getragen werden und muss daher mit diesem kompatibel sein, ohne dessen Funktionen und die Einsatzfähigkeit der Träger zu beeinträchtigen. Neben der Schutzflächenerweiterung soll mit diesem Kragen im Schulterbereich eine deutliche Druckentlastung erreicht werden. Ausführliche Informationen finden sich in den Vergabeunterlagen. Die verbindliche Abnahmemenge (Mindestabnahmemenge) im Jahr 2026 beträgt 685 Stück. Im ersten Vertragsjahr kann unverbindlich von einem Gesamtbedarf von 10 Stück ausgegangen werden. Im zweiten Vertragsjahr kann unverbindlich von einem Gesamtbedarf von 50 Stück ausgegangen werden. Im dritten Vertragsjahr kann unverbindlich von einem Gesamtbedarf von 45 Stück ausgegangen werden. Im vierten Vertragsjahr kann unverbindlich von einem Gesamtbedarf von 45 Stück ausgegangen werden. Ein Anspruch auf Abnahme einer bestimmten Menge über die genannte verbindliche Mindestabnahmemenge (685 Stück) hinaus besteht nicht. Da es sich um eine Rahmenvereinbarung handelt, können die unverbindlichen Abnahmemengen während der Vertragslaufzeit gegebenenfalls über- bzw. unterschritten werden. Als Höchstabnahmemenge werden während der gesamten Vertragslaufzeit inklusive aller Vertragsverlängerungen 1.000 ballistische Mehrkomponentenkrägen vereinbart. Dies beinhaltet eine zusätzliche Reserve zuzüglich der genannten verbindlichen und unverbindlichen Abnahmemengen.
