Delivery of Samsung products

The aim of this tender is to conclude a framework agreement for the supply of toner, ink cartridges, and accessories at a fixed price for the period from 01.03.2025 to 28.02.2026 with a unilateral extension option for the city of Bielefeld for a single period of 12 months. The contract term will then end no later than 28.02.2027, without the need for termination. If the contracting authority does not exercise the unilateral extension option, it will inform the future contracting authority by 30.09.2025 at the latest. Upon request, the contractor shall provide proof of price development. Should the planned contract start date of 01.03.2025 not be possible, the start date will be postponed to the next possible date and will then end after 12 months. The extension option period of a single 12-month period will be postponed accordingly. Should one of the contracting parties determine during the contract term that the order value per lot is exceeded by more than 50% and declare the excess of the order value to the other party, the contract for that lot will end after 6 further months at the end of the month or at the regular contract end, provided that the remaining contract duration is less than 6 months. The total service consists of 8 lots according to the manufacturers Samsung (Lot 1), OKI (Lot 2), Kyocera (Lot 3), HP (Lot 4), Epson (Lot 5), Lexmark (Lot 6), Brother (Lot 7), and Canon (Lot 8). Offers can be submitted for individual lots. There is no quota for the lots to be awarded. (There is no offer or award limit). The advertised required quantities are based on the consumption quantities of the same period in previous months. These calculated quantities may vary upwards or downwards depending on the internal disposition of the individual departments and facilities. The city of Bielefeld has no obligation to purchase. The list of services specifies the estimated required quantities per lot for the period from 01.03.2025 to 28.02.2026. The individual price or total price to be entered by the bidder also refers to this. During the period of the possible extension option, from 01.03.2026 to 28.02.2027, the required quantity per lot will be needed to the same extent. A price adjustment may be made for the service in the extension period (details under Price Binding and Price Adjustment in this service description). Therefore, the bidder is not required to enter a price per lot in the list of services for the possible extension period. Beyond the fixed-price range, additional toner and ink cartridges/accessories from the respective manufacturers, which cannot be precisely quantified in terms of quantity and brand, are to be supplied upon request during the contract term. The prices for these supplies are to be determined on the same calculation basis as the offer for the fixed-price range. The calculation bases are to be disclosed to the contracting authority upon request. Only original cartridges in original packaging with the specified print volume may be offered. Upon specific request from the contracting authority, proof must be provided by a corresponding manufacturer's declaration. Alternative offers are excluded. All offered items must have a minimum shelf life of 6 months upon delivery.
