Mit Zustimmung seiner Aufsichtsbehörde kann das LZN weitere Aufgaben für öffentlich-rechtliche Bedarfsträger innerhalb und außerhalb der niedersächsischen Landesverwaltung sowie für privatrechtliche Gesellschaften in vollständiger Eigentümerschaft der öffentlichen Hand übernehmen (vgl. § 3 Betriebsanweisung).
