TERMS OF REFERENCE Local Consulting Firm – Development of the Green Building Incentive Scheme Implementation Framework Component 1: Enhancing Green Building Regulatory and Policy Aspects Egypt Green Buildings Project – Phase II 1. Background The International Finance Corporation (IFC), a member of the World Bank Group, is the largest global development institution focused on the private sector in emerging markets. IFC leverages its investment, advisory, and blended finance capabilities to create markets that promote sustainable private investment, job creation, and climate resilience. IFC's EDGE Green Building Program (Excellence in Design for Greater Efficiencies) is a flagship global initiative to scale up green construction through policy reform, market awareness, and an affordable green building certification system tailored for emerging markets. In Egypt, IFC has been implementing the Green Buildings Project in partnership with the Housing and Building National Research Center (HBRC), an entity affiliated with the Ministry of Housing, Utilities, and Urban Communities (MoHU). Phase I of the project successfully introduced EDGE, trained a core HBRC team in green building concepts and EDGE certification, and grew the national stock of EDGE-certified buildings from near zero to over 900,000 m². Building on this foundation, and as part of the current Egypt Green Buildings Project – Phase II, IFC supported HBRC and MoHU in preparing the policy and technical groundwork for a national green building incentive scheme. In October 2025, the Board of the New Urban Communities Authority (NUCA), led by H.E. the Minister of Housing, Utilities, and Urban Communities, launched Egypt's first "Incentive Scheme for Green Buildings" — a landmark step toward encouraging developers, designers, and investors to adopt environmentally friendly construction practices at scale. IFC's contributions to this milestone included sharing good international practices on green building incentive schemes, developing the supporting financial model, and building the capacity of relevant public officials. IFC also delivered to HBRC a dedicated Sanctions and Penalties Framework covering the proposed enforcement and penalties procedures. However, translating this policy launch into a fully operational, enforceable, and market-ready scheme requires developing the practical implementation tools required by both public sector administrators and private sector applicants. HBRC has prepared an initial, high‑level Technical Guidelines draft that outlines the proposed administrative process for the three implementing entities — HBRC, NUCA, and MoHU, as well as a Monitoring and Evaluation framework that tracks uptake, compliance, and impact of the scheme. This assignment will build on HBRC’s initial Technical Guidelines and Monitoring & Evaluation framework to deliver the full operational implementation tools required for scheme rollout. This assignment supports Component 1: Enhancing Green Building Regulatory and Policy Aspects of the Egypt Green Buildings Project – Phase II, by delivering the institutional and operational instruments required to move the Incentive Scheme from policy to practice. 2. Objective of the Assignment IFC would like to hire a qualified local consulting firm with regulatory expertise relevant to the construction sector and green buildings to operationalize the Green Building Incentive Scheme by developing practical implementation tools, strengthening the monitoring and evaluation framework, and preparing a user guide for developers and designers, building on HBRC’s existing work. 3. Scope of Work Building on previous work, and in close coordination with HBRC and IFC’s project team, the Consultant is expected to undertake the following activities to support the operationalization of the Green Building Incentive Scheme, adopting an integrated and participatory approach. 3.1 Analytical and Regulatory Review Report · Review relevant regulatory frameworks, including green building incentive regulations, executive directives, Technical Guidelines, M&E framework, Sanctions and Penalties Framework, and applicable fee structures, as well as relevant international good practices, including certification systems. · Conduct a gap analysis to identify areas requiring operational enhancement and alignment with the incentive scheme. · Review applicable green building certification systems (GPRS, EDGE, LEED) and their linkage to incentive eligibility, compliance, and enforcement. · Present key findings and implications to inform the development of subsequent outputs. 3.2 Development of Technical Guidelines and Monitoring Framework for GB Incentives Implementation The Consultant shall build on and further develop the HBRC’s existing Technical Guidelines and M&E Framework into an integrated implementation and monitoring system.
