Der Märkische Kreis (Auftraggeber) ist als Träger des Rettungsdienstes in seinem Hoheitsgebiet verpflichtet, die bedarfsgerechte und flächendeckende Versorgung der Bevölkerung mit Leistungen der Notfallrettung, einschließlich der notärztlichen Versorgung im Rettungsdienst, sicherzustellen. Dazu beabsichtigt der Auftraggeber, ab dem 01.01.2027 die Durchführung der Notarztversorgung in den Kommunen Altena/Nachrodt-Wiblingwerde (am Standort Altena) sowie Werdohl/Neuenrade (am Standort Werdohl) durch öffentlich-rechtlichen Vertrag und unter Bezugnahme auf das Rettungsgesetz NRW auf geeignete notärztliche Leistungserbringer zu übertragen. Die Vertragslaufzeiten für die losbezogenen Notarztstandorte Altena (Los 1) und Werdohl (Los 2) betragen zunächst zwei Jahre (Los 1) und drei Jahre (Los 2) und beinhalten ein einseitiges Optionsrecht für den Auftraggeber, nach Ablauf der zwei- bzw. dreijährigen Grundlaufzeit die vertragliche Vereinbarung zweimal um jeweils ein Jahr zu verlängern.
