In order to further alleviate the demand for student housing in Stuttgart, the Studierendenwerk Stuttgart intends to develop approximately 50 single apartments, possibly rooms with en-suite bathrooms and shared kitchens, as well as communal areas in the existing building (office building and production hall) at Stöckachstraße 7 in Stuttgart. The buildings were constructed around 1950 and were used as offices and a production facility (hall). The office building has 4 floors and an attic, the production hall is single-story with a gallery. The buildings are not listed as historical monuments. Both the production hall and the office building are to be converted into innovative student housing. The hall is to be retained as a shell (house within a house solution). In areas where housing cannot be realized due to lack of light, etc., communal areas can be created. 1-2 rooms can also be adapted for student use in the basement of the office building (low budget). In addition, covered bicycle parking spaces and a space for waste containers are to be located. A green recreational area with outdoor seating is desired for the outdoor space in the courtyard. A negotiation procedure according to VgV with a preliminary participation competition and solution proposals is currently underway in parallel to this procedure for the object planning services. The solution proposal of the winning office is to be used as the basis for your offer preparation in Stage 2 of this procedure. In parallel to this negotiation procedure, the following procedures are also underway, for which you are also welcome to apply: structural engineering and building physics. The subject of the present procedure in LOT 1 is the Europe-wide award of the services for the technical equipment for plant groups 1-3 and 7 and 8 according to HOAI 2021, Part 4, Section 2, §§ 53 ff in a negotiation procedure with a preliminary participation competition for the development of student housing in the existing building at Stöckachstraße 7 in Stuttgart. The basic services and the following special services (subject to their commissioning with regard to necessity) for the conversion of Stöckachstraße 7 are to be commissioned: - Drainage application (plant group 1) and - Supervision of defect rectification within the statute of limitations. In addition, the basic services for the following measures are also to be commissioned in this context (these costs are not included in the costs/bed): - Connection of district heating from the connection Stöckachstraße 7 to the technical control center Neckarstraße 172. The services will be commissioned in stages: first Stage 1 – LPH 1 - LPH 4 according to HOAI.
