Planning, construction and operation of a gigabit network in the economic gap model of all tendered addresses based on the Gigabit RL 2.0. The subject of this selection procedure is the awarding of a service concession for the planning, construction and operation of a gigabit network in the economic gap model according to section 3.1 of the Gigabit RL 2.0. The aim of this measure is the gigabit supply of the expansion areas with gigabit-capable broadband connections with data transmission rates of at least 1 Gbit/s symmetrical for all end users of the tendered addresses in the expansion area, whereby the upload and download rates must at least double. The expansion area of the lots is detailed in "B-Service Description" and its annexes, in particular the maps of the expansion area (B1, B1.1 to B1.2) and the "Address list expansion area Lot 1" (B2.1) and "Address list expansion area Lot 2" (B2.2). Reference is made to the explanations in the supplementary documents of this selection procedure (see list in "A-General Procedure Conditions" section 4); the following applies in particular: a) Technology neutrality The client clarifies that this selection procedure for the gigabit network to be built and operated with bandwidths of at least 1 Gbit/s symmetrical is technology-neutral within the meaning of footnote 35 of the State Aid Guidelines EU2013/C 25/02 (Section 3.4 para. 78 lit. e), 3.5 para. 81) and § 5 para. 7 Gigabit-RR, consequently the designation used here, such as "Gigabit network", the designation of network levels etc., the representation of the network structure and definition of the material concept 5.0.1, section 2, page 5 f. are adopted, but this is to be seen analogously when using other technologies for the expansion and operation of the gigabit network. b) Construction and operation of a network for gigabit supply The funding purpose of the Gigabit RL 2.0 is to support effective and technology-neutral gigabit expansion to achieve an ecologically sustainable, secure and high-performance gigabit network in underserved areas. The successful tenderer must plan, construct and operate a gigabit network with the defined minimum bandwidths under peak load conditions in the expansion area. This includes both the necessary passive network infrastructure (e.g. civil engineering services, empty pipes with cables and associated components including shafts, distributors, house connections and network termination devices) and the active technology for network operation. Subject to the consent of the property owners, the construction of line-based gigabit networks covered by this selection procedure relates to all network components, including the network termination in the building of each tendered address. c) Funding law requirements The gigabit network construction and its operation must obligatorily take into account all contents and requirements of the Gigabit-RR, the Gigabit-RL 2.0, the decision on a preliminary grant amount including its 1st amendment decision and their associated ancillary provisions (BNBest-Gigabit), material concept and requirements for the dimensioning of passive infrastructure etc. in the version underlying them.
