ENTEGA AG ("Client" or "AG") is the owner and operator of the district heating network in the Darmstadt district of Eberstadt and the local combined heat and power plant, from which households in the district heating service area and the few connections outside the service area are supplied. Likewise, ENTEGA Abwasserreinigung GmbH & Co. KG is the operator of the Süd wastewater treatment plant in Eberstadt. For the transformation of the district heating network towards greenhouse gas-neutral heat supply (decarbonization), the client aims to obtain funding from the funding program "Federal Funding for Efficient Heat Networks (BEW)". As a first step towards decarbonization, a transformation plan based on LPH 1 of HOAI for the district heating network has already been carried out with funding from the BEW Module I. The transformation plan concludes that the thermal use of wastewater via a heat pump system at the Eberstadt wastewater treatment plant can represent a cost-effective and suitable option for providing the required share of renewable energies from 2030 onwards. The estimated usable heat potential that can be harnessed from the wastewater generated using heat pumps is almost 20 GWh per year with a nominal thermal output of the heat pump of approx. 3 MWth. The heat pump is to be located near the local wastewater treatment plant on a plot of land yet to be developed. The development of the plot as a building plot is planned by the architect separately commissioned by the client for object planning. The planning of wastewater heat in this area, including the connection/integration of the heat pump into the district heating network, is also part of the present commission. Initial checks on the suitability of the site lead to the preliminary conclusion that corresponding development of the plot is possible. Further checks must be carried out in the planning phases according to their relevance and official requirements. The planning for the overall concept of the new heat supply is divided in this context into "Plant technology for heat generation", "New construction of an energy center (building and outdoor facilities)" and "Piping for connection to the district heating network". The service requested here concerns exclusively the structural engineering including building physics planning for the "New construction of an energy center (building)". ENTEGA AG plans to build a new energy center on the property described above for the operation of a heat pump system. The building plot with an area of approx. 3282 m² is located in an undeveloped area according to building law. The building with approx. 930 m² GFA essentially contains technical rooms for housing the plant technology and some other functional rooms; permanent workplaces are not planned; the system is remotely monitored. In the event of an order, the building planning is to be optimized in close coordination with the plant planning for the intended purpose. The building is in principle divided into four zones of different use: - Heat generation (location of the heat pumps) approx. 600 m² GFA. - Heat distribution (pumps and pipe distribution) approx. 175 m² GFA - Electricity transfer and control (transformer location and switchgear) approx. 125 m² GFA - Ancillary rooms (WC, storage, office) approx. 30 m² GFA It is important for the client that, taking into account an economically optimized approach, the special corporate values of ENTEGA AG - innovation, ecology, climate neutrality, efficiency and sustainability - are appropriately expressed through the design of the building. This should also be achieved in particular through the materials used. The corporate values of ecology and sustainability must also be the basis for the planning of the outdoor areas, which should be easy to maintain in the usable areas and as close to nature as possible in the greened areas. The basic services of structural engineering, service description according to HOAI §51, as well as the basic services of building physics, service description according to HOAI Annex 1.2, are requested. The scope of services includes the basic services of HOAI service phases 2 to 6, as well as optional special services. In accordance with the HOAI service phases, work packages are divided, which are commissioned in stages by the client in accordance with § 315 BGB in the sense of an extension of the contract. Upon conclusion of this contract, the client will initially commission the contractor with the following service phases/service levels: Stage 1 – HOAI - Service phases 2 to 4 The following stages are planned for further commissioning: Stage 2 – HOAI - Service phase 5 Stage 3 – HOAI - Service phase 6 The stages apply equally to structural engineering including building physics planning. The client hereby draws attention to the fact that funding is being applied for and expected for the project to a relevant extent. The process of applying for funding is taking place in parallel with the procurement procedure. For this reason, the following is pointed out: Should the expected funding not be granted, the client will refrain from concluding a contract and will not realize the project in the planned form. Against this background, the current procurement procedure will be canceled in the event of non-granting of funding. The commissioning of the first stage does not create any obligation to commission further stages.
