Η ΕΕΤΤ θα αναθέσει σε εξειδικευμένο φορέα το έργο της μέτρησης του χρόνου διακίνησης της Αλληλογραφίας Α΄ και Β΄ Προτεραιότητας Εσωτερικού του ορισθέντος Φορέα Παροχής Καθολικής Υπηρεσίας (εφεξής και «Φ.Π.Κ.Υ.), δηλαδή της Ανώνυμης Εταιρείας με την επωνυμία «ΕΛΛΗΝΙΚΑ ΤΑΧΥΔΡΟΜΕΙΑ Α.Ε.» (εφεξής και «ΕΛΤΑ Α.Ε.»), σύμφωνα με τις διατάξεις του ν. 4053/2012 «Ρύθμιση λειτουργίας της Ταχυδρομικής Αγοράς, θεμάτων Ηλεκτρονικών Επικοινωνιών και άλλες διατάξεις» (ΦΕΚ 44/Α΄/07.03.2012), όπως ισχύει, της Υπουργικής Απόφασης με αριθμ. 72142/1663/04.12.2014 (ΦΕΚ 3423/Β΄/2014) «Καθορισμός της ποιότητας των παρεχομένων καθολικών εθνικών και ενδοκοινοτικών ταχυδρομικών υπηρεσιών», καθώς και της υπ’ αριθμ. οικ. 29768/ΕΞ/2020/23.10.2020 (ΦΕΚ 4859/Β΄/04.11.2020) Υπουργικής Απόφασης «Τροποποίηση της υπ' αρ. οικ. 72142/1663/2014 Υπουργικής Απόφασης “Καθορισμός της ποιότητας των παρεχόμενων καθολικών εθνικών και ενδοκοινοτικών ταχυδρομικών υπηρεσιών”».
