LOT 1- Muntenia NORD-Database Completion and Accuracy Verification Services

Distribuție Energie Electrică Romania (DEER) is seeking services for the completion and accuracy verification of its asset database, specifically for overhead (LEA) and underground (LES) power lines across the Muntenia NORD region. This procurement is supported by a non-reimbursable loan from European funds under Investment Priority 3.2, focusing on the modernization and construction of new energy infrastructure. The general objective involves collecting data for LEA and LES across six counties within the Muntenia NORD operational area. Lot 1 specifically covers the Muntenia NORD zone, with one county (Ploiesti) requiring data collection solely for LES, and the remaining five counties necessitating data collection for both LEA and LES. A framework agreement is to be established for a period of five years. The minimum quantity under each framework agreement/lot will be equivalent to collecting data for LES at the county level where LES data collection is already underway in the initial phase funded by European funds. Subsequent annual contracts will be awarded based on the framework agreements for the relevant counties within the Muntenia NORD zone. For Lot 1, the minimum quantity for the framework agreement is 2,478 km of LES in the county where only LES data is collected, and the maximum quantity is 41,625 km, representing the sum of LEA and LES kilometers across all counties in the Muntenia NORD zone. The services are defined as non-intellectual and involve field data collection for LEA and LES, accuracy verification, and data formatting for integration into the IGEA (GIS) system. The core activity is to enrich DEER's existing technical database by gathering field data and Stereo 70 geographic coordinates for High, Medium, and Low Voltage overhead and underground power lines, which will then be processed and entered into the IGEA (GIS) system.
