LOT 1- Muntenia NORD-Database completion services for assets, database accuracy verification

Distribuție Energie Electrică Romania (hereinafter referred to as the Contracting Authority/entity), has requested a non-reimbursable loan from European funds - through the Modernization Fund, investment domain 3.2. MODERNIZATION AND CONSTRUCTION OF NEW ENERGY INFRASTRUCTURE SECTIONS. The general objective is represented by: • data collection for overhead power lines (LEA) and underground power lines (LES) at the level of the 6 counties belonging to the MN network operating area; • the lot will include one county (Ploiesti) where data is collected only for LES and 5 counties with data collection for both LEA and LES; • a Framework Agreement will be concluded for a period of 5 years; • the minimum quantity for each Framework Agreement/lot will be equivalent to the data collection for LES at the level of the respective county (i.e., the county where LEA data collection is already being done in stage 1 with European funding) • based on the Framework Agreements, subsequent contracts will be concluded annually for the counties in the MN area. Lot 1-MN area - the minimum and maximum quantities for the lot can be found in Annex 1 - min AC quantity = 2,478 km of LES in the county where only LES data is collected in the MN area - max AC quantity = 41,625 km (sum of km of LEA + LES) from all counties in the MN area. The requested services that are the subject of the contract are NON-INTELLECTUAL, being defined in the Technical Specification (chapter 3.4) as follows: "Procurement of services for LEA, LES data collection from the field, accuracy verification, completion of templates for transfer into the IGEA (GIS) system". In fact, the aim is to complete the existing technical database at the level of the territorial unit belonging to DEER, requiring the collection of technical data and Stereo 70 geographic coordinates corresponding to the High Voltage, Medium Voltage, and Low Voltage overhead and underground electrical networks from the field. This data, once processed, will be entered into the existing IGEA (GIS) system. This will be achieved through the following activities: field data collection (geographic and technical – as applicable, photographic surveys, completion of templates attached to the Technical Specification, geographic representation in Stereo 70 coordinates for poles and line sections, completion of the electrical diagram of the power lines. Consequently, the services requested, pertaining to this technical specification (procurement), cannot be classified as intellectual services.
