Achiziția este necesară pentru racordarea utilizatorilor la reţelele electrice de interes public se face cu respectarea cadrului legislativ în domeniu si a cadrului de reglementare emis de autoritatea competentă de reglementare, ANRE. Cadrul legal este în principal definit prin Legea nr. 123/2012 “Legea energiei electrice și a gazelor naturale nr.123/2012” rectificată de Ordonanța de urgență nr. 106/2020. ANRE a dezvoltat un set de reglementări specifice procesului de racordare cu referire la: -Modul de racordare a utilizatorilor la reţelele electrice de interes public; -Obligativitatea respectarii normelor tehnice prevazute prin Codul Tehnic al RED; -Modul de aprobare al racordărilor; -Modul de stabilire al compensatiilor banesti între utilizatorii racordati prin instalaţte comuna în etape diferite; -Metodologia de stabilire a tarifelor de racordare; -Contractele cadru de racordare la retelele electrice de distributie; -Regulamentul privind stabilirea solutiilor de racordare a utilizatorilor la retelele electrice de interes public; -Procedura privind colaborarea operatorilor de distributie, de transport si de sistem pentru avizarea racordarii utilizatorilor la retelele electrice; -Metodologia pentru emiterea avizelor de amplasament de catre operatorii de rețea.
