Invitation For Bid Revision of Feasibility Study Report and Foreign Capital Utilization Plan for the Integrated land-sea ecosystems conservation and wise use project in Fuding, Province of Fujian Instrimpex International Tendering Co.,Ltd. entrusted by the purchaser, invites sealed bids from eligible suppliers home and abroad for the supply of the following goods and/or service by way of National Competitive Bidding. Fuding Dingyuan Ecological Construction and Investment Co. Ltd, (hereafter abbreviated as “Client” or “Project Owner”) has applied for a financing from Agence Française de Développement (hereafter abbreviated as "AFD"), and intends to use part of the funds thereof for payments under the following project: LOT 1D: Revision of Feasibility Study Report and Foreign Capital Utilization Plan for the Integrated land-sea ecosystems conservation and wise use project in Fuding, Province of Fujian. Integrated land-sea ecosystems conservation and wise use project in Fuding, Province of Fujian is an ecological conservation and sustainable development initiative implemented by Fuding City, Fujian Province, with funding from the French Development Agency (AFD). The project focuses on protecting, restoring and rationally utilizing the mountain, water, forest and marine ecosystems of Fuding City, covering 12 towns and subdistricts: Taimushan Town, Panxi Town, Bailin Town, Guanyang Town, Diantou Town, Dianxia Town, Qianqi Town, Shacheng Town, Yushan Town, Guanling Town, Die Shi Township, and Tongcheng Subdistrict. The initial feasibility study report for the project was jointly prepared by Instrimpex International Tendering Co.,Ltd. and Beijing Zhonglei Ecological Technology Co., Ltd. in June 2022, and subsequently approved by the Provincial Development and Reform Commission. The original total investment amounts to RMB 831,064,200, comprising RMB 624,000,000 from AFD loans (75.08%), RMB 193,617,000 from local government matching funds (23.3%), and RMB 13,447,200 from EU biodiversity grants (1.62%). This feasibility study modification involves the following five main sub-items:Ecological Management, Yushan Port and Island Community, Tea Garden Ecological Community, Tea Mountain Ecological Park development, Mangrove conservation and restoration, This revision is going to reduce supporting funding by RMB 88.5 million, which will be offset by the reduction in loans from the AFD (RMB 88.5 million). The consultant shall revise the Feasibility Study Report for the Integrated land-sea ecosystems conservation and wise use project in Fuding, Province of Fujian in accordance with project modifications and funding adjustments, and assist the client in preparing amendments to the Foreign Capital Utilization Plan and financing plan. The required task report must be prepared in both Chinese and English following preliminary consultation with the project owner, and complete the following tasks within 3 months after the project starts: (1). Main body and all attachments of the Feasibility Study Report (Revised Version); (2). Investment Estimation Report; (3). Change Comparison Explanation Report; (4). Relevant supporting documents (field investigation report, feasibility study reviews, summary of expert opinions, etc.); (5). Other related supporting tasks (assisting in the issuance of the AFD’s formal No Objection Letter (NOL), the revision and refinement of the Foreign Capital Utilization Plan).
