The public procurement, which concerns the provision of daily meals (breakfast, lunch, dinner, and 2 snacks) for beneficiaries in social assistance centers subordinate to the contracting authority D.G.A.S.P.C. Vâlcea, through a catering system, is carried out to ensure the mandatory minimum specific standards for social services with accommodation provided for in: - Order 82/2019 on the approval of mandatory minimum quality standards for social services for adults with disabilities, Annex 1 – 3 Module I Social Service Management - Standard 3 Nutrition; - Order no. 25/2019 on the approval of minimum quality standards for residential social services for children in the special protection system, Annex 1 Module III Standard 1 Nutrition. - Order no. 29/2019 for the approval of minimum quality standards for the accreditation of social services for the elderly, homeless people, young people who have left the child protection system, and other categories of adults in difficulty, as well as services provided in the community, integrated services, and social canteens, Annex 1 Minimum Standards Module IV Standard 4 Nutrition. The provision of catering services, namely the preparation, cooking, and daily delivery of food for beneficiaries in the social assistance centers subordinate to the contracting authority, will be carried out to ensure the nutrition of beneficiaries under a protection measure who, due to economic, physical, psychological, or social reasons, are unable to meet their social needs, develop their own capacities and competencies for active participation in social life. The specific objective of this public procedure is to conclude a Framework Agreement for the period 2026-2028, with a single economic operator, in accordance with the provisions of art. 115 para. (2) letter a)., read in conjunction with art. 117 of Law no. 98/2016 on public procurement, as amended and supplemented, in order to ensure daily meals (breakfast, lunch, dinner, and 2 snacks) from Monday to Sunday, including public holidays.
