LOT 1 Sorting of paper, cardboard, metal, plastic and glass waste collected separately from municipal waste at sorting stations, including the transport of residues resulting from sorting to landfills and/or energy recovery facilities

DESCRIPTION OF FACILITIES Sorting station (Lot 1) *The economic operator bidding for the sorting activity will take this into consideration. The Operator is obliged to perform the sorting of paper, metal, plastic, and glass waste collected separately from municipal waste at its own sorting station(s), including the transport of residues resulting from sorting to landfills and/or energy recovery facilities, in accordance with the law. In the sorting station(s), municipal waste of paper, metal, plastic, and glass collected separately from the territorial area of UAT Limanu, which acts as the delegator, will be sorted. The total annual quantity of recyclable paper, metal, plastic, and glass waste collected separately, estimated to be sorted in the first year of operation at the operator's sorting station(s), is 230 tons/year. The performance indicator for the operation of the sorting station(s) is 75% of waste handed over for recycling from the total quantity of paper, metal, plastic, and glass waste entering the sorting station(s), in accordance with the minimum value of the indicator provided in Annex no. 5 to Government Emergency Ordinance no. 92/2021, as amended and supplemented, respectively, a quantity of 172.5 tons/year of waste to be sent to recyclers/recovery. The total quantity of residues resulting from the application of the performance indicator to the total quantity of recyclable paper, metal, plastic, and glass waste collected separately, estimated to be sorted in the first year of operation at the sorting station(s), is 57.5 tons/year; Waste category UM / tons Recyclable waste from the Administrative Territorial Unit Limanu Commune - H/C, P/M, S 230 TOTAL INPUT 230 Sorted recyclables and sent for recycling (75% of input) 172.5 Sorting residues 57.5 The operator will transport the entire quantity of residues resulting from the sorting process to the landfill. The operator is responsible for concluding service contracts with economic operators authorized to carry out waste incineration/co-incineration activities for the disposal, by incineration, of waste quantities with energy recovery potential of RDF type, representing 5% of the total quantity of recyclable waste estimated to be sorted, i.e., 230 tons/year of RDF. The remaining residues of 11.5 tons/year will be transported to the operator's landfill. The costs for energy recovery, which include the costs of transporting waste with energy recovery potential from the sorting station to incineration/co-incineration facilities and the costs of their incineration, as established by the contract concluded between the operator and the economic operator authorized to carry out waste incineration/co-incineration activities, are included in the sorting fee. For the operation of the sorting station(s), a sorting fee is substantiated/established by reference to the total annual quantity of recyclable paper, metal, plastic, and glass waste estimated to be sorted in the first year of operation at the sorting station. The fee structure includes only the expenses related to the provision of the activity. The operator must ensure the delivery and sale of sorted waste to economic operators authorized to carry out recycling activities, including the quantities and types of packaging materials contracted by the delegator with organizations implementing extended producer responsibility obligations, in order to cover the waste management costs of packaging waste from municipal waste.
