LRQS-2026-9206251 Specialized Open-Source Intelligence (OSINT) Training for Child Protection and CAAC Monitoring

Agency: UNICEF | Reference: LRQS-2026-9206251 | Type: Request for quotation UNICEF has now issued a Request for Quotations in order to select a supplier for the provision of Specialized Open-Source Intelligence (OSINT) Training for Child Protection and CAAC Monitoring. Since the escalation of the armed conflict in Ukraine in 2022, UNICEF Ukraine has been required to monitor, verify and report information related to grave violations against children under the Children and Armed Conflict (CAAC) agenda and the Monitoring and Reporting Mechanism (MRM). This work increasingly requires the responsible use of publicly available digital information, including social media content, user-generated footage, satellite imagery and other open sources, as potential corroborating information concerning incidents affecting children. The assignment requires methodologies applicable to monitoring, documentation and analysis of conflict-related incidents and violations, including the responsible assessment and corroboration of open-source information. Such methodologies should reflect recognized good practice in open-source investigations, human rights documentation, humanitarian protection work and conflict-related analysis, while accounting for the evidentiary, ethical, safeguarding and operational-security considerations involved in handling information concerning children and other conflict-affected persons. UNICEF Ukraine’s Child Protection Programme therefore requires strengthened technical capacity to identify, authenticate, analyze and responsibly use open-source information in a conflict-affected environment. The assignment will provide structured, context-specific training on source verification, geolocation, chronolocation, digital evidence preservation, operational security, digital safety, data protection and ethical handling of sensitive information. The training should reflect recognized good practice in open-source investigation, verification, documentation and analysis applicable to conflict-related incidents and violations and be adaptable to UNICEF's CAAC and MRM requirements.
