Project: Road Upgrading and Modernization Project

Republic of Belarus has applied for a loan from the International Bank for Reconstruction and Development (IBRD) toward the cost of the Road Upgrading and Modernization Project, and it intends to apply part of the proceeds toward payments under the following M-5 Minsk-Gomelroad upgrading Contracts:

  • Contract 1: Upgrading of 17.42 km road section (km 65.18 # km 82.6) including earthworks in the volume of about 600,000 m 3, asphalt works in the volume of about 108,000 m 3, construction of two precast concrete bridges and one precast concrete viaduct for the total area of about 8,500 m 2.
  • Contract 2: Upgrading of 10.40 km road section (km 82.60 # km 93.00) including earthworks in the volume of about 1,400,000 m 3, asphalt works in the volume of about 60,000 m 3, construction of one precast concrete bridge and two precast concrete viaducts for the total area of about 7,300 m 2.
  • Contract 3:Upgrading of 16.59 km road section (km 106.01 # km 122.60)including earthworks in the volume of about 500,000 m 3, asphalt works in the volume of about 108,000 m 3, construction of one precast concrete viaduct for the total area of about 1,100 m2.
  • Contract 4: Upgrading of 8.40 km road section (km 122.50 # km 131.00)including earthworks in the volume of about 1,000,000 m 3, asphalt works in the volume of about 60,000 m 3, construction of two precast concrete bridges and one precast concrete viaduct for the total area of about 4,900 m 2.

In addition to these main categories of the works upgrading will alsoinclude local re-alignments to the existing road, cutting of trees, installation of culverts, road safety elements, bus-stops, rest areas, lighting facilities, underground pedestrian crossings, anti-noise barries, re-location: of gas pipelines, high voltage power lines and communication line. The upgrading will bring the road from a 2-lane (category 2) road to a 4-lane (category 1B) motorway .

Applicants may submit applications for any one or any combination of contracts.

It is expected that invitations to bid will be made in April 2010.

Prequalification will be conducted through the procedures as specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, (current edition), and is open to all eligible bidders as defined in the Guidelines.

Interested eligible bidders may obtain further information, and inspect the prequalification documents, from the RUE "Minskavtodor-Center" at the address below during office hours from 09.00 to 17.00 (local time). The Prequalification Document in English or Russian may be obtained by interested bidders free of charge on the submission of a written application to the address below. The Document will be sent by e-mail.

Applications for prequalification should be submitted in clearly marked envelopes and delivered to the address below by 14.00 (local time) on 25 th March 2010. Late applications will be rejected.
